Minister announces independent review of high front guttering

Fair Trading Minister Virginia Judge today announced an independent review of high front guttering in NSW.

The review follows extensive industry consultation over the past two years, as well as an online survey of tradespeople and homeowners.

Ms Judge said high front guttering systems had been supplied and fitted across Australia for the past 20 years.

“Complaints associated with high front guttering in NSW continue to be made, so I have asked for this matter and the Government’s responses on high front guttering to be independently reviewed,” Ms Judge said.

Ms Judge said three highly qualified and independent experts would review all available facts and evidence and provide a report to the Director-General responsible for Fair Trading.

The High Front Guttering Advisory Committee comprises:

  • Dr Perry Forsythe, Associate Professor and Head of School at the School of the Built Environment, University of Technology Sydney. He has a strong mix of research, teaching, academic, managerial and practical experience obtained in the construction industry over a 29 year period
  • Ms Jan McClelland, previous Chief Executive Officer and Senior Executive of government organisations, currently Chair of the Professional Practice and Review Committee for the CTTT and management consultant with expertise in major strategic reviews of organisation structures, programs and functions, governance arrangements and regulatory frameworks, and
  • Mr Warwick Neilley; a consultant with significant experience advising government on reforms in planning, health and housing, environment and conservation issues as well as being a former Commissioner for an inquiry into outstanding consumer grievances with the NSW Building Services Corporation.

Ms Judge said the committee would write to industry and manufacturers, as well as interested parties, inviting them to make formal presentations in relation to the operation of high front gutters.

“The committee will also write to all NSW Councils and examine evidence from all sectors, including data from other states and territories,” Ms Judge said.
