Qualifications 

Plumbing work 

Plumbing work is defined in the Home Building Regulation 2004 as water plumbing, roof plumbing and work of sewerage as defined in AS/NZS 3500.0:2003, Plumbing and drainage, including such work on premises on which any part of the sewerage service is connected to a septic tank, effluent system or sullage system, but not including the work of draining. According to AS/NZS 3500.0:2003, a Plumbing system is defined as fixtures, fittings, pipes, materials, or appliances other than the sanitary drain, used for the collection and conveyance of any wastes or wastewaters from any premises and includes all vents, flashing and water service connected to them.

The current qualifications requirements are outlined below.

Tradesperson certificate

Completion of one of the following:

  • Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413, including the sanitary stream

OR

  • an apprenticeship in Plumbing which includes the Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413 including the sanitary stream.

Contractor licence or supervisor certificate

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must:

  1. Complete one of the qualifications listed above, and in addition possess the following units of competency and at least 2 years combined industry experience in the work covered by the units:
  • Either BCPWT4001A/CPCPWT4001A Plan, size and layout hot and cold water services and systems OR CPCPWT4011A or B Design and size heated and cold water services and systems
  • BCGBC4012A/CPCCBC4012A or B Read and interpret plans and specifications
  • Either BCPDR4001A/CPCPDR4001A Plan, size and layout sanitary drainage systems OR CPCPDR4011A or B Design and size sanitary drainage systems
  • Either BCPDR4002A/CPCPDR4002A Plan, size and layout stormwater drainage systems OR CPCPDR4012A or B Design and size stormwater drainage systems
  • Either BCPDR4003A/CPCPDR4003A Plan, size and layout domestic treatment plant disposal systems OR CPCPDR4013A or B Design and size domestic treatment plant disposal systems
  • Either BCPSN4001A/CPCPSN4001A Plan, size and layout sanitary pipework and fixtures OR CPCPSN4011A or B Design and size sanitary plumbing systems.

Water plumbing 

Work of water supply as defined in AS/NZS 3500.0:2003, Plumbing and drainage, including such work on pipes and fittings, whether or not connected or intended to be connected to a water main, that are in a building in which any part of the sewerage service is connected to a septic tank, effluent system or sullage system.

The current qualifications requirements are outlined below.

Tradesperson certificate

Completion of one of the following:

  • Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413

OR

  • an apprenticeship in Plumbing which includes the Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413.

Contractor licence or supervisor certificate

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of the qualifications listed above, and in addition possess the following units of competency and at least 2 years combined industry experience in the work covered by the units:

  • Either BCPWT4001A/CPCPWT4001A Plan, size and layout hot and cold water services and systems OR CPCPWT4011A or B Design and size heated and cold water services and systems
  • BCGBC4012A/CPCCBC4012A or B Read and interpret plans and specifications.

Water plumbing – fire protection systems 

Water plumbing involved in a fire service as defined in AS/NZS 3500.0:2003, Plumbing and drainage, including a fire sprinkler system and connection of the system to a water main.

The current qualifications requirements are outlined below.

Tradesperson certificate

To be eligible for a tradesperson certificate, applicants must have one of the following qualifications:

  1. Completion of, or completion of an apprenticeship that includes, Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413, including the following units of competency:
  • BCPFS2001A/CPCPFS2001A Connect static storage tanks (not applicable for CPC32411) or CPCPWT3010A Connect and install storage tanks to a domestic water supply or CPCPFS2021A Connect static storage systems for fixed fire protection systems
  • BCPFS2002A/CPCPFS2002A/CPCPFS2012A/CPCPFS2022A Install portable fire equipment
  • BCPFS3002A/CPCPFS3002A/CPCPFS3012A/CPCPFS3044A Install distribution and range pipes
  • BCPFS3003A/CPCPFS3003A/CPCPFS3013A/CPCPFS3045A Fit off sprinkler heads, controls and ancillary equipment
  • BCPFS3004A/CPCPFS3004A/CPCPFS3014A/CPCPFS3034A Install control valve assemblies, actuating devices and local alarms
  • BCPFS3005A/CPCPFS3005A/CPCPFS3015A Test fire protection systems for pressure
  • BCPFS3008A/ CPCPFS3008A/CPCPFS3018A/CPCPFS3038A Test and maintain fire hydrant and hose reel installations

  2.  Completion of, or completion of an apprenticeship that includes, Certificate III in Fire Protection BCP30503/CPC32808/CPC32811/CPC32812/CPC32813.

Contractor licence or supervisor certificate

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of the qualifications listed above, and in addition must have the following two units of competence:

  • Either BCPWT4001A/CPCPWT4001A Plan, size and layout hot and cold water services and systems, OR CPCPWT4011A or B Design and size heated and cold water services and systems
  • BCGBC4012A/CPCCBC4012A or B Read and interpret plans and specifications.

Water plumbing – fire sprinkler systems 

Water plumbing involved in the fire sprinkler system installed beyond the sprinkler valve assembly.

The current qualifications requirements are outlined below.

Contractor licence or supervisor certificate

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must possess one of the following two qualifications:

  1. Completion of, or completion of an apprenticeship that includes, Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413, including the following units of competency:
  • BCPFS3002A/CPCPFS3002A/CPCPFS3012A/CPCPFS3044A Install distribution and range pipes
  • BCPFS3003A/CPCPFS3003A/CPCPFS3013A/CPCPFS3045A Fit off sprinkler heads, controls and ancillary equipment
  • BCPFS3004A/CPCPFS3004A/CPCPFS3014A/CPCPFS3024A/CPCPFS3034A Install control valve assemblies, actuating devices and local alarms
  • BCPFS3005A/CPCPFS3005A/CPCPFS3015A Test fire protection systems for pressure

  2.  Completion of, or completion of an apprenticeship that includes, Certificate III in Fire Protection BCP30503/CPC32808/CPC32811/CPC32812/CPC32813.

Water plumbing – urban irrigation 

Work of irrigation is defined in the Home Building Regulation 2004 as including the construction, alteration, extension, disconnection, removal, maintenance, repair, renewal or clearing of any pipes, fittings or equipment of any irrigation system communicating or intending to communicate directly or indirectly with any water main, and the connection of the system to a water main.

The current qualifications requirements are outlined below.

Tradesperson certificate

To be eligible for a tradesperson certificate, applicants must possess one of the following four qualifications:

  1. Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413, including the following units of competency:
  • BCPIG2001A/CPCPIG2001A/CPCPIG2011A/CPCPIG2021A Design domestic urban irrigation systems
  • BCPIG3001A/CPCPIG3001A/CPCPIG3011A/CPCPIG3021A Set out, install and commission irrigation systems
  • BCPIG3002A/CPCPIG3002A/CPCPIG3012A/CPCPIG3022A Install and commission domestic irrigation pumps
  • BCPWT3007A/CPCPWT3007A/CPCPWT3017A/CPCPWT3027A Connect irrigation systems from drinking water

  2.  Certificate II in Urban Irrigation BCP20303/CPC20908/CPC20911/CPC20912

  3.  Certificate III in Irrigation AHC32410/AHC32412 including the following units of competency:

  •  
    • BCPWT3007A/CPCPWT3007A/CPCPWT3017A/CPCPWT3027A connect irrigation systems from drinking water supply
    • AHCIRG302A Install irrigation systems (AHC32410 only)
    • AHCIRG306A Troubleshoot irrigation systems

  4.  Certificate III in Irrigation RTE31303 including the following units of competency: 

  •  
    • Either BCS3050A Connect irrigation system from drinkable water (potable) OR BCPWT3007A/CPCPWT3007A/CPCPWT3017A Connect irrigation system to potable water supply
    • RTE3601A Install irrigation systems
    • RTE3605A Troubleshoot irrigation systems

 

Contractor licence or supervisor certificate

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of the qualifications listed above, and in addition must have at least 2 years relevant industry experience.

Draining work 

Draining work is defined in the Home Building Regulation 2004 as the work of sanitary drainage as defined in AS/NZS 3500.0:2003, Plumbing and drainage, including work on a house drain connected to a septic tank, effluent system and sullage system.

Sanitary drainage system is defined as an assembly of pipes, fittings and apparatus, which is used to collect and convey the discharge from the sanitary plumbing system, together with discharges from fixtures directly connected to the drain, to the sewer. Usually located below ground level.

The current qualifications requirements are outlined below.

Tradesperson certificate

To be eligible for a tradesperson certificate, applicants must possess one of the following three qualifications:

  1. Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413, including the draining stream
  2. Certificate II in Draining BCP20102/CPC20708/CPC20711/CPC20712
  3. Completion of an apprenticeship in Plumbing which includes the Certificate III in Plumbing BCP30103/ CPC32408/CPC32411/CPC32412/CPC32413, including the draining stream

Contractor licence or supervisor certificate

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of the qualifications listed above, and in addition possess the following units of competency and at least 2 years combined industry experience in the work covered by the units:

  • BCGBC4012A/CPCCBC4012A or B Read and interpret plans and specifications
  • Either BCPDR4001A/CPCPDR4001A Plan, size and layout sanitary drainage systems OR CPCPDR4011A or B Design and size sanitary drainage systems
  • Either BCPDR4002A/CPCPDR4002A Plan, size and layout stormwater drainage systems OR CPCPDR4012A or B Design and size stormwater drainage systems
  • Either BCPDR4003A/CPCPDR4003A Plan, size and layout domestic treatment plant disposal systems OR CPCPDR4013A or B Design and size domestic treatment plant disposal systems.

Gasfitting work 

Gasfitting work is defined in the Home Building Act 1989 as having the same meaning as in the Gas Supply Act 1996 and includes work on a gas installation (other than an autogas installation) connected or intended to be connected to a compressed natural gas container.

Gasfitting work means any work involved in:

  • the installation, alteration, extension or repair of a gas installation, or
  • the installation, alteration, extension, removal or repair of any flue, or
  • the connection of a gas installation to, or the disconnection of a gas installation from, a gas supply point, or
  • the connection of a gas appliance to, or the disconnection of a gas appliance from, a gas installation (otherwise than where the point of connection is a gas outlet socket), or
  • the connection of a gas container, gas regulator or gas appliance to, or the disconnection of a gas container, gas regulator or gas appliance from, a gas installation (otherwise than where it is readily designed to be detachable from the installation, either with the use of a tool, mechanical force, or otherwise).

Gas installation means a system of pipes and associated fittings that is designed to convey gas from the control valve or other connection point of a gas container to the control valve or other connection point of a gas appliance or of another gas container, and includes any flue associated with the installation, but does not include a gas container.

Gas appliance means any gas burning or gas using appliance that is manufactured, adapted or designed for connection to a gas installation, whether by means of a gas outlet socket or otherwise, and includes any liquefied petroleum gas dispenser, catalytic burner or vaporiser, but does not include an internal combustion engine that is installed in, or forms part of, a vehicle, vessel or machine.

Tradesperson certificate

To be eligible for a tradesperson certificate, applicants must possess one of the following two qualifications:

  1. Completion of, or completion of an apprenticeship that includes, Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413, including the gas services stream
  2. Completion of, or completion of an apprenticeship that includes, Certificate III in Gasfitting BCP30403/CPC32708/CPC32711/CPC32712/ CPC32713

Contractor licence or supervisor certificate

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of the qualifications listed above, and in addition possess both the following units of competency and at least 2 years combined industry experience in the work covered by the units:

  • Either BCPGS4001A/CPCPGS4001A Plan, size and layout consumer gas installations OR CPCPGS4011A or B or C Design and size consumer gas installations
  • BCGBC4012A/CPCCBC4012A or B Read and interpret plans and specifications.

LP gasfitting work (for restricted LP gasfitting work) 

LP gasfitting work is defined in the Home Building Regulation 2004 as gasfitting work as defined in the Gas Supply Act 1996, restricted to work on a gas installation designed to carry liquefied petroleum gas in vapour phase only at pressures not exceeding 150 kilopascals.

Liquefied petroleum gas means a liquid or gaseous substance that is a mixture of hydrocarbons, basically consisting of butane or butenes or propane or propene, or any mixture of them.

Contractor licence or supervisor certificate

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must have one of the following:

  1. Completion of, or completion of an apprenticeship that includes, Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413, including the gas services stream
  2. Completion of, or completion of an apprenticeship that includes, Certificate III in Gasfitting BCP30403/CPC32708/CPC32711/CPC32712/CPC32713

AND

In addition to completion of one of the qualifications listed above, applicants must possess both the following units of competency and at least 2 years combined industry experience in the work covered by the units:

  • Either BCPGS4001A/CPCPGS4001A Plan, size and layout consumer gas installations OR CPCPGS4011A or B or C Design and size consumer gas installations
  • BCGBC4012A/CPCCBC4012A or B Read and interpret plans and specifications.

Advanced LP gasfitting work (for unrestricted LP gasfitting work) 

Advanced LP gasfitting work is defined in the Home Building Regulation 2004 as gasfitting work as defined in the Gas Supply Act 1996 involving liquefied petroleum gas only, without any restriction as to pressure and whether or not the gas will be conveyed in liquid or vapour phase, and including work on pipes, fittings, or appliances attached to or forming part of a liquefied petroleum gas transport container.

Contractor licence or supervisor certificate

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of the following:

  1. Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413 that must include the gas services stream, OR
  2. Certificate III in Gasfitting BCP30403/CPC32708/CPC32711/CPC32712/CPC32713

AND

In completing one of the qualifications above, the following units of competency must be included on the transcript:

  • BCPGS3005A/CPCPGS3005A/CPCPGS3035A/CPCPGS3060A Install LP gas storage of aggregate capacity exceeding 500 litres and less than 8KL
  • BCPGS3010A/CPCPGS3010A/CPCPGS3020A/CPCPGS3050A Install Type B appliance flues

AND
Possess both the following units of competency and at least 2 years combined industry experience in the work covered by the units:

  • Either BCPGS4001A/CPCPGS4001A Plan, size and layout consumer gas installations OR CPCPGS4011A or B Design and size consumer gas installations
  • BCGBC4012A/CPCCBC4012A or B Read and interpret plans and specifications

Units of competency for the different plumbing streams 

If an applicant holds Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413, appropriate units must have been completed from the course when applying for a licence or certificate in the classes of Plumbing, Gasfitting, LP Gasfitting or Advanced LP Gasfitting.

Certain compulsory units of competency and a number of elective units must be completed to demonstrate an applicant meets the qualification requirements for the sanitary, draining or gasfitting services streams. View or download the list of units to complete for:

Experience requirement 

Where "experience" is required in any of the classes listed above, this means experience lawfully gained by the applicant (whether during or after completion of an Apprenticeship) as a bona fide employee who has been paid during the relevant period of employment in accordance with an award or enterprise agreement.

Superseded qualifications 

If you commenced or completed a superseded qualification prior to 13 May 2009 and you apply for a new licence or certificate, the superseded qualification will be accepted in lieu of the current qualification requirements.

Note: Any applicant submitting superseded qualifications cannot include a combination of both superseded and current qualifications. An applicant must meet superseded qualifications in their entirety to be considered eligible.

If an applicant cannot meet the superseded qualifications by providing a certificate with the superseded course number/s or a final transcript of academic record showing course number/s, they will need to meet the current qualifications. Applicants may wish to contact a Registered Training Organisation about obtaining relevant qualifications, including any recognition of prior learning processes.

Previous licence or certificate 

If you have ever held a licence or certificate in the prescribed classes (Home Building Regulation 2004, clause 46,) and you apply for a new licence or certificate, your previous licence or certificate will be accepted in lieu of the current qualification requirements.
