What is loose-fill asbestos insulation?
Loose-fill asbestos is raw, crushed asbestos that was installed as insulation in the 1960s and 70s. Over time, hazardous airborne fibres can move from the ceiling into the living areas of a home. This type of insulation was known to have been installed in some houses in NSW.
Loose-fill asbestos is different to other asbestos products such as fibro sheeting or roofing.
Why is free testing for loose-fill asbestos insulation being offered in the greater Newcastle region?
NSW Fair Trading is aware that a property in a nearby local government area has been confirmed to contain loose-fill asbestos insulation. Further testing is being undertaken in the region to investigate the potential presence of loose-fill asbestos insulation in other homes built before 1980.
Why should I get my home tested for loose-fill asbestos insulation?
The value of your home may be affected if it contains loose-fill asbestos insulation.
How do I register for free testing for loose-fill asbestos insulation?
If you own a pre-1980s residential property in Cessnock City, Port Stephens, Lake Macquarie City, Maitland City or Newcastle City local government areas, you can register for free testing online or by calling Service NSW on 1300 784 379.

What happens after I have registered for free testing?
After you have registered, we undertake a process to confirm you are the owner of the property and that there is access to the ceiling space. You may need to complete additional documentation before testing can be undertaken if your property is part of a strata scheme or there is no internal access to the ceiling space. You will be contacted about the next steps if further information is required from you.
Once the verification process is complete, your property will be allocated to a licensed asbestos assessor who will be in touch with you directly to arrange a suitable time to carry out testing.
What happens on the day of testing?
When the licensed asbestos assessor visits your home to inspect for loose-fill asbestos insulation, they will take samples of material from your roof space to then have them tested in an approved laboratory.
A video and fact sheet is available on the understanding the testing process page, so you can see what happens at each step of the inspection.
You will receive a final report with the results.
What happens if my property is found to contain loose-fill asbestos insulation?
If your property contains loose-fill asbestos insulation, financial assistance and support is available. You have the option to sell your house and land or house only to the Government at market value, as if the property was not affected by loose-fill asbestos insulation.
Because of the nature and dangers of loose-fill asbestos, the NSW Government with input from a range of experts has determined that demolishing and remediating the sites of affected properties is the best way to ensure the safety of our community.
Visit the information for residents of affected properties page to find out more about the options available.
