As part of the NSW Government’s COVID-19 economic stimulus package we're waiving a range of licence and permit fees for 12 months from April 2020.
Which licence and permits are eligible?
From 1 April 2020 new application and renewal fees will be waived for:
- paintball venue permits
- tattoo parlour operator licence.
From 15 April 2020 new application and renewal fees will be waived for:
- home building contractor licences
- trade or specialist contractor licences
- motor vehicle repairer licences.
From 20 April 2020 new application and renewal fees will be waived for:
- tattooist licence
- home building: Qualified Supervisor Certificates
- home building: tradesperson certificates
- motor vehicle tradesperson certificates
The following are not eligible for fee waivers
- change of class
- amendments to licences
- replacement licences
Fee waiver periods
The minimum licence cycle fee is being waived. For example:
- If a licence has a 1 year duration, the entire fee is waived.
- If a licence has a 1 and 3 year option, and 3 years is selected, the 1 year fee is waived from the total fee.
- If the minimum licence is 3 or 5 years (with no 1 year option), the full 3 or 5 year fee is waived.
How will the fee be waived?
Fees will be waived automatically when you apply during the 12 month relief period.
When you make a new application or apply to renew, you will not be charged.
Note: Only one fee waiver per person or business will be permitted during the 12 month period.

If my licence is not due for renewal for 2, 3 or more years, can I renew now to get the benefit of the fee waivers?
Current licensing processes still apply.
You’ll receive a licence renewal reminder close to your expiry date.
You’ll be eligible for fee waivers if your renewal reminder falls within the 12-month fee waiver period and you decide to renew to take advantage of the fee waiver period.
My renewal notice says I must pay a renewal fee. Is this waived under the stimulus package?
If your licence is eligible for a fee waiver, you don’t have to pay.
If you pay a fee on an eligible licence, the fee will be refunded provided your application is lodged during the fee waiver period.
My licence renewal says $0. Do I still need to renew?
Yes. Although there may be nothing payable, you’re still required to lodge your licence renewal before the due date to maintain a current licence.
COVID-19 isolation and social distancing laws have forced me to close my business. Can I get a refund on my licence?
No. Fee waivers only apply to new and renewal eligible licence applications lodged during the 12 month fee waiver period.
If you applied for, or renewed, a 12 month licence before the starting date for fee waivers, you can renew again closer to your expiry date and receive a waiver.
However, you need to renew before the expiration of the fee waiver period.
If this doesn’t apply to you, you won’t be eligible for a waiver.
Why isn’t my licence type included in the stimulus package?
Licence and permit holders identified in the fee waiver stimulus package to date are those in the entertainment and hospitality industries, and trades most directly impacted by COVID-19 and government restrictions.
This approach has led to the exclusion of some licence holders, even where other licence categories within the same industry have been included.
The NSW Government acknowledges the economic impact affecting other licence categories and will continue to monitor the situation.
Future expansion of the package may be considered as we continue to explore ways to provide support.
I applied for a licence outside the fee waiver period. Is it possible to receive a refund or waiver?
Fee waivers apply for eligible licences lodged during the 12-month waiver period.
If you applied for or renewed a 1-year eligible licence, you can receive a waiver if you renew closer to your expiry date and before the fee waiver period ends.
You will also receive a 1-year equivalent fee discounted from your 3-year licence if:
- you renewed an eligible licence before the fee waiver period started on 15 April 2020 and
- you had an expiry date after 15 April 2020 and renewed for three years as opposed to an available 1-year option.
