Plumbing, draining and gasfitting

A licence is required before any plumbing, draining or gasfitting (including LP gasfitting) work can be undertaken in NSW, regardless of the cost of the work and regardless of whether the work is residential, commercial or industrial.

Descriptions of categories of work

Plumbing

For licensing purposes, plumbing work is defined as the work of water plumbing, work of sewerage or the work of sanitary plumbing, but does not include the work of drainage or roof plumbing. The class of draining is covered by a separate specialist class and listed below. Roof plumbing work is covered separately as a class of residential building work.

For the purposes of the class of plumbing:

  • The work of sewerage is defined as the construction, alteration, extension, disconnection, removal, maintenance, repair, renewal, ventilation, flushing or cleansing of any sewerage service pipes, or fittings or fixtures connecting, or intended to connect, directly or indirectly with a sewer or onsite wastewater management systems.
  • The work of sanitary plumbing means work carried out in connection with the collection, conveyance or disposal of sewage, liquid trade wastes and other permitted discharges and includes the installation, alteration, extension, disconnection, removal, renewal, repair and maintenance of pipes, tanks, fittings, appliances and fixtures designed to receive, convey, store, treat, modify or regulate the flow of sewage, liquid trade wastes or other permitted discharges and the ventilation of those pipes, tanks, fittings, fixtures and appliances.

The work of water plumbing is defined as work carried out in connection with the supply or conveyance of water and includes the installation, alteration, extension, disconnection, removal, renewal, repair and maintenance of pipes, tanks, fixtures, appliances and fittings designed to convey, store, protect, treat, mix, measure, modify or regulate the flow of water, including hot water.

Water plumbing

For licensing purposes, the class of water plumbing is the work of water supply (being the construction, alteration, extension, disconnection, removal, maintenance, repair, renewal or clearing of any pipes or fittings of any water service connecting or intending to connect, directly or indirectly with a water main) including such work on pipes and fittings, whether or not connected or intended to be connected to a water main, that are in a building in which any part of the sewerage service is connected to an onsite wastewater management system.

Water plumbing - fire protection systems

Water plumbing involved in a fire service as defined in AS/NZS 3500.0:2003, Plumbing and drainage, including a fire sprinkler system and connection of the system to a water main.

Water plumbing - fire sprinkler systems

Water plumbing involved in the fire sprinkler system installed beyond the sprinkler valve assembly.

Water plumbing - urban irrigation

Work of irrigation including the construction, alteration, extension, disconnection, removal, maintenance, repair, renewal or clearing of any pipes, fittings or equipment of any irrigation system communicating or intending to communicate directly or indirectly with any water main, and the connection of the system to a water main.

Draining work

For licensing purposes, draining is the work of sanitary drainage being the construction, alteration, extension, disconnection, removal, maintenance, repair, renewal, ventilation, flushing or cleansing of any sanitary drain connecting, or intended to connect, directly or indirectly with a sewer. This includes work on a house drain connected to an onsite wastewater management system.

Gasfitting work

Gasfitting work is defined by the Gas Supply Act 1996 and includes work on a gas installation (other than an autogas installation) connected or intended to be connected to a compressed natural gas container.

Gasfitting work means any work involved in:

  • the installation, alteration, extension or repair of a gas installation
  • the installation, alteration, extension, removal or repair of any flue
  • the connection of a gas installation to, or the disconnection of a gas installation from, a gas supply point
  • the connection of a gas appliance to, or the disconnection of a gas appliance from, a gas installation (otherwise than where the point of connection is a gas outlet socket)
  • the connection of a gas container, gas regulator or gas appliance to, or the disconnection of a gas container, gas regulator or gas appliance from, a gas installation (otherwise than where it is readily designed to be detachable from the installation, either with the use of a tool, mechanical force, or otherwise).

Gas installation means a pipe or system of pipes, and associated fittings and equipment, that is designed to convey or control gas that is downstream from the gas supply point, but does not include anything beyond the gas installation end point. This also includes any flue that is downstream from a gas supply point. A gas installation does not include an autogas installation.

Gas appliance means any gas burning or gas using appliance that is manufactured, adapted or designed for connection to a gas installation, whether by means of a gas outlet socket or otherwise, and includes any liquefied petroleum gas dispenser, catalytic burner or vaporiser, but does not include an internal combustion engine that is installed in, or forms part of, a vehicle, vessel or machine.

LP gasfitting work (restricted LP gasfitting work)

LP gasfitting work is gasfitting work as defined by the Gas Supply Act 1996 but restricted to a gas installation designed to carry liquefied petroleum gas in vapour phase only at pressures not exceeding 150 kilopascals.

Liquefied petroleum gas means a liquid or gaseous substance that is a mixture of hydrocarbons, basically consisting of butane or butene or propane or propene, or any mixture of them.

Advanced LP gasfitting work (unrestricted LP gasfitting work)

Advanced LP gasfitting work is gasfitting work as defined by the Gas Supply Act 1996 but restricted to liquefied petroleum gas without any restriction as to pressure and whether or not the gas will be conveyed in liquid or vapour phase. It includes work on pipes, fittings, or appliances attached to or forming part of a liquefied petroleum gas transport container.

Qualification and experience requirements for individual (endorsed) contractor licence and qualified supervisor certificates

Plumbing, draining, gasfitting and LP gasfitting

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of:

  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the water stream, sanitary stream, draining stream and gas services stream and the units of competency set out below; or
  • An Apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the water stream, sanitary stream, draining stream and gas services stream and the units of competency set out below; and

In addition to one of the above:

  • Complete all of the following units of competency:
    • Either CPCPWT4011A or B Design and size heated and cold water services and systems or CPCPWT4001A/ BCPWT4001A Plan, size and layout hot and cold water services and systems; and
    • CPCCBC4012A or B/ BCGBC4012A Read and interpret plans and specifications; and
    • Either CPCPDR4011A or B Design and size sanitary drainage systems or CPCPDR4001A/ BCPDR4001A Plan, size and layout sanitary drainage systems; and
    • Either CPCPDR4012A or B Design and size stormwater drainage systems or CPCPDR4002A/ BCPDR4002A Plan, size and layout stormwater drainage systems; and
    • Either CPCPDR4013A or B Design and size domestic treatment plant disposal systems or CPCPDR4003A/ BCPDR4003A Plan, size and layout domestic treatment plant disposal systems; and
    • Either CPCPSN4011A or B Design and size sanitary plumbing systems or CPCPSN4001A/ BCPSN4001A Plan, size and layout sanitary pipework and fixtures; and
    • Either CPCPGS4011A or B or C Design and size consumer gas installations or CPCPGS4001A/ BCPGS4001A Plan, size and layout consumer gas installations; and
  • Evidence of completion of an apprenticeship and at least 2 years’ combined industry experience in the work covered by the units set out above, or
  • At least 2 years’ combined industry experience in the work covered by the units set out above and that this experience was obtained after completion of Certificate III in Plumbing.

Plumbing

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of:

  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the water stream and sanitary stream and the units of competency set out below; or
  • An Apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the water stream and sanitary stream and the units of competency set out below; and

In addition to one of the above:

  • Complete all of the following units of competency:
    • Either CPCPWT4011A or B Design and size heated and cold water services and systems or CPCPWT4001A/ BCPWT4001A Plan, size and layout hot and cold water services and systems; and
    • CPCCBC4012A or B/ BCGBC4012A Read and interpret plans and specifications; and
    • Either CPCPDR4011A or B Design and size sanitary drainage systems or CPCPDR4001A/ BCPDR4001A Plan, size and layout sanitary drainage systems; and
    • Either CPCPDR4012A or B Design and size stormwater drainage systems or CPCPDR4002A/ BCPDR4002A Plan, size and layout stormwater drainage systems; and

Water plumbing

  • An Apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the water stream and sanitary stream and the units of competency set out below; and

In addition to one of the above:

  • Complete all of the following units of competency:
    • Either CPCPWT4011A or B Design and size heated and cold water services and systems or CPCPWT4001A/ BCPWT4001A Plan, size and layout hot and cold water services and systems; and
    • CPCCBC4012A or B/ BCGBC4012A Read and interpret plans and specifications; and
  • Evidence of completion of an apprenticeship and at least 2 years’ combined industry experience in the work covered by the units set out above, or
  • At least 2 years’ combined industry experience in the work covered by the units set out above and that this experience was obtained after completion of Certificate III in Plumbing.

Water plumbing - fire protection systems

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of:

  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including the units of competency set out below; or
  • An Apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including the units of competency set out below; or
  • Certificate III in Fire Protection CPC32813/ CPC32812/ CPC32811/ CPC32808/ BCP30503 including the units of competency set out below; or
  • An Apprenticeship which includes Certificate III in Fire Protection CPC32813/ CPC32812/ CPC32811/ CPC32808/ BCP30503 including the units of competency set out below;

In addition, complete all of the following units of competency:

  • Either CPCPWT3010A Connect and install storage tanks to a domestic water supply or CPCPFS2021A Connect static storage systems for fixed fire protection systems or CPCPFS2001A/ BCPFS2001A Connect static storage tanks; and
  • CPCPFS2022A/ CPCPFS2012A/ CPCPFS2002A/ BCPFS2002A Install portable fire equipment; and

  • An Apprenticeship which includes Certificate III in Fire Protection CPC32813/ CPC32812/ CPC32811/ CPC32808/ BCP30503; or
  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 and all of the following units of competency:
    • CPCPFS3044A/ CPCPFS3012A/ CPCPFS3002A/ BCPFS3002A Install distribution and range pipes; and
    • CPCPFS3045A/ CPCPFS3013A/ CPCPFS3003A/ BCPFS3003A Fit off sprinkler heads, controls and ancillary equipment; and

  • Certificate II in Urban Irrigation CPC20912/ CPC20911/ CPC20908/ BCP20303; or
  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 and all of the following units of competency:
    • CPCPIG2021A/ CPCPIG2011A/ CPCPIG2001A/ BCPIG2001A Design domestic urban irrigation systems; and
    • CPCPIG3021A/ CPCPIG3011A/ CPCPIG3001A/ BCPIG3001A Set out, install and commission irrigation systems; and
    • CPCPIG3022A/ CPCPIG3012A/ CPCPIG3002A/ BCPIG3002A Install and commission domestic irrigation pumps; and
    • CPCPWT3027A/ CPCPWT3017A/ CPCPWT3007A/ BCPWT3007A Connect irrigation systems from drinking water supply; or
  • Certificate III in Irrigation RTE31303 and all of the following units of competency:

    • AHCIRG302A Install irrigation systems; and
    • AHCIRG306A Troubleshoot irrigation systems; or
  • Certificate III in Irrigation AHC32416/ AHC32412 including the units of competency:

In addition to one of the above:

  • Evidence of completion of an apprenticeship and at least 2 years’ combined industry experience in the work covered by the units set out in relation to the Certificate III qualification completed above, or
  • At least 2 years’ combined industry experience in the work covered by the units set out in relation to the Certificate III qualification completed above and that this experience was obtained after completion of Certificate III in Plumbing or Certification III Irrigation.

Draining work

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of:

  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the draining stream and the units of competency set out below;
  • An Apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the draining stream and the units of competency set out below;
  • Certificate II in Drainage CPC20712/ CPC20711/ CPC20708/ BCP20102 and the units of competency set out below.

In addition to one of the above:

  • Complete all of the following units of competency:
    • CPCCBC4012A/ BCGBC4012A or B Read and interpret plans and specifications
    • Either CPCPDR4011A or B Design and size sanitary drainage systems or CPCPDR4001A/ BCPDR4001A Plan, size and layout sanitary drainage systems
    • Either CPCPDR4012A or B Design and size stormwater drainage systems or CPCPDR4002A/ BCPDR4002A Plan, size and layout stormwater drainage systems

Gasfitting work and LP gasfitting work (restricted LP gasfitting work)

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of:

  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the gas services stream and the units of competency set out below; or
  • An Apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the gas services stream and the units of competency set out below; or
  • Certificate III in Gasfitting CPC32713/ CPC32712/ CPC32711/ CPC32708/ BCP30403 and the units of competency set out below; or
  • An Apprenticeship which includes Certificate III in Gasfitting CPC32713/ CPC32712/ CPC32711/ CPC32708/ BCP30403 and the units of competency set out below.

In addition to one of the above:

  • Complete all of the following units of competency:
    • CPCCBC4012A/ BCGBC4012A or B Read and interpret plans and specifications; and
    • Either CPCPGS4011A or B or C Design and size consumer gas installations or CPCPGS4001A/ BCPGS4001A Plan, size and layout consumer gas installations; and
  • Evidence of completion of an apprenticeship and at least 2 years’ combined industry experience in the work covered by the units set out above, or
  • At least 2 years’ combined industry experience in the work covered by the units set out above and that this experience was obtained after completion of Certificate III in Plumbing.

Advanced LP gasfitting work (unrestricted LP gasfitting work)

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must complete one of:

  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the gas services stream and the units of competency set out below; or
  • Certificate III in Gasfitting CPC32713/ CPC32712/ CPC32711/ CPC32708/ BCP30403 and the units of competency set out below; and

In addition to one of the above:

  • Complete all of the following units of competency:
    • CPCPGS3060A/ CPCPGS3035A/ CPCPGS3005A/ BCPGS3005A Install LP gas storage of aggregate capacity exceeding 500 litres and less than 8KL; and
    • CPCPGS3050A/ CPCPGS3020A/ CPCPGS3010A/ BCPGS3010A Install Type B appliance flues; and
    • CPCCBC4012A/ BCGBC4012A or B Read and interpret plans and specifications; and
    • Either CPCPGS4011A or B or C Design and size consumer gas installations or CPCPGS4001A/ BCPGS4001A Plan, size and layout consumer gas installations; and
  • Evidence of completion of an apprenticeship and at least 2 years’ combined industry experience in the work covered by the units set out above, or
  • At least 2 years’ combined industry experience in the work covered by the units set out above and that this experience was obtained after completion of Certificate III in Plumbing.

Qualification requirements for tradesperson certificate

Tradesperson Certificates are only issued in the classes of plumbing, water plumbing, water plumbing – fire protection systems, water plumbing – urban irrigation, draining and gasfitting and allows a person to undertake work under the general supervision, and subject to the control, of the holder of an endorsed contractor licence or a supervisor certificate authorising supervision of the work.

The holder of a tradesperson certificate cannot sign off on work. All work must be signed off by the holder of a contractor licence or qualified supervisor certificate. Tradesperson certificates used to be known as a ‘journeyman’.

Plumbing, draining and gasfitting

To be eligible for a tradesperson certificate, applicants must complete one of:

  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the water stream, sanitary stream, draining stream and gas services stream; or
  • An Apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the water stream, sanitary stream, draining stream and gas services stream.

To be eligible for a tradesperson certificate, applicants must complete one of:

  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the water stream and sanitary stream; or
  • An Apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the water stream and sanitary stream.

To be eligible for a tradesperson certificate, applicants must complete one of:

To be eligible for a tradesperson certificate, applicants must complete one of:

  • Certificate III in Fire Protection CPC32813/ CPC32812/ CPC32811/ CPC32808/ BCP30503; or
  • An Apprenticeship which includes Certificate III in Fire Protection CPC32813/ CPC32812/ CPC32811/ CPC32808/ BCP30503; or
  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 and all of the following units of competency:
    • Either CPCPWT3010A Connect and install storage tanks to a domestic water supply or CPCPFS2021A Connect static storage systems for fixed fire protection systems or CPCPFS2001A/ BCPFS2001A Connect static storage tanks; and

    • CPCPFS2022A/ CPCPFS2012A/ CPCPFS2002A/ BCPFS2002A Install portable fire equipment; and
    • CPCPFS3044A/ CPCPFS3012A/ CPCPFS3002A/ BCPFS3002A Install distribution and range pipes; and
    • CPCPFS3045A/ CPCPFS3013A/ CPCPFS3003A/ BCPFS3003A Fit off sprinkler heads, controls and ancillary equipment; and
    • CPCPFS3034/ CPCPFS3014A/ CPCPFS3004A/ BCPFS3004A Install control valve assemblies, actuating devices and local alarms; and

Water plumbing - urban irrigation

To be eligible for a tradesperson certificate, applicants must complete one of:

  • Certificate II in Urban Irrigation CPC20912/ CPC20911/ CPC20908/ BCP20303; or
  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 and all of the following units of competency:
    • CPCPIG2021A/ CPCPIG2011A/ CPCPIG2001A/ BCPIG2001A Design domestic urban irrigation systems; and
    • CPCPIG3021A/ CPCPIG3011A/ CPCPIG3001A/ BCPIG3001A Set out, install and commission irrigation systems; and
    • CPCPIG3022A/ CPCPIG3012A/ CPCPIG3002A/ BCPIG3002A Install and commission domestic irrigation pumps; and
    • CPCPWT3027A/ CPCPWT3017A/ CPCPWT3007A/ BCPWT3007A Connect irrigation systems from drinking water supply; or
  • Certificate III in Irrigation RTE31303 and all of the following units of competency:
    • Either CPCPWT3017A/ CPCPWT3007A/ BCPWT3007A Connect irrigation systems from drinking water supply or BCS3050A Connect irrigation system from drinkable water (potable); and
    • RTE3601A Install irrigation systems; and
    • RTE3605A Troubleshoot irrigation systems; or
  • Certificate III in Irrigation AHC32410 and all of the following units of competency:
    • CPCPWT3027A/ CPCPWT3017A/ CPCPWT3007A/ BCPWT3007A Connect irrigation systems from drinking water supply; and
    • AHCIRG302A Install irrigation systems; and
    • AHCIRG306A Troubleshoot irrigation systems; or
  • Certificate III in Irrigation AHC32416/ AHC32412 including the units of competency:
    • CPCPWT3027A/ CPCPWT3017A/ CPCPWT3007A/ CPWT3007A Connect irrigation systems from drinking water supply; and
    • AHCIRG306A Troubleshoot irrigation systems.

Draining work

To be eligible for a tradesperson certificate, applicants must complete one of:

  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the draining stream; or
  • Certificate II in Drainage CPC20712/ CPC20711/ CPC20708/ BCP20102; or
  • An Apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the draining stream.

Gasfitting work

To be eligible for a tradesperson certificate, applicants must complete one of:

  • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the gas services stream; or
  • An Apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules that verify completion of the gas services stream; or
  • Certificate III in Gasfitting CPC32713/ CPC32712/ CPC32711/ CPC32708/ BCP30403; or
  • An Apprenticeship which includes Certificate III in Gasfitting CPC32713/ CPC32712/ CPC32711/ CPC32708/ BCP30403.

Previous licence or certificate

Reissue of expired unconditioned licences and supervisor certificates

If you have ever held a licence or supervisor certificate in the current prescribed categories (Home Building Regulation 2014, clauses 13 and 14, excluding clause 13(a)(ii)) that was not subject to restrictions or conditions and you apply for a new licence or supervisor certificate, your previous licence or certificate will be accepted in lieu of the current qualification requirements.

Reissue of expired licences and supervisor certificates held in the last five (5) years that were subject to conditions or restrictions

If you have held a licence or supervisor certificate in the last five (5) years that was subject to restrictions or conditions in the prescribed categories (Home Building Regulation 2014, clauses 13 and 14, excluding clause 13(a)(ii)), we will assess your application and reissue you a licence or certificate that reflects the scope of work that your licence or certificate covered. This may include being subject to conditions or restrictions.

Experience requirement

Where "experience" is required in any of the categories of work listed above, this means experience lawfully gained by the applicant (whether during or after completion of an Apprenticeship) as a bona fide employee who has been paid during the relevant period of employment in accordance with an award or enterprise agreement.

Experience must be verified using the Referee Statement Form.

NSW Fair Trading may require the evidence of employment to confirm employment periods to verify that the applicant is capable of doing or supervising the categories of work applied for.

Units of competency for the different plumbing streams

If an applicant holds Certificate III in Plumbing BCP30103/CPC32408/CPC32411/CPC32412/CPC32413, appropriate units must have been completed from the course when applying for a licence or certificate in the classes of Plumbing, Draining, Gasfitting, LP Gasfitting or Advanced LP Gasfitting. Certain compulsory units of competency and a number of elective units must be completed to demonstrate an applicant meets the qualification requirements for the sanitary, draining or gasfitting services streams. Superseded qualifications commenced or completed prior to 13 May 2009

If you commenced or completed a superseded qualification prior to 13 May 2009 and you apply for a new licence or certificate, the superseded qualification will be accepted in lieu of the current qualification requirements.

Note: Any applicant submitting superseded qualifications cannot include a combination of both superseded and current qualifications. An applicant must meet superseded qualifications in their entirety to be considered eligible.

If an applicant cannot meet the superseded qualification requirement by providing a certificate with the superseded course number/s or a final transcript of academic record showing course number/s, they will need to meet the current qualification requirement. Applicants may wish to contact a Registered Training Organisation about obtaining relevant qualifications, including any recognition of prior learning processes.

Experience gained by an applicant that has completed superseded qualifications must be verified using the Referee Statement Form.
