Key information

  • From 1 October 2022, you need a licence before you can do any medical gas work in NSW. There are different types of licences available in NSW depending on the work you need to do.
  • From 1 March 2023, you will need a mechanical services and medical gas licence to do mechanical services work.
  • You must have the right qualifications and have at least 2 years experience before you can apply for a licence or certificate.
  • You must also hold a National Refrigerant Handling Licence to do any work related to refrigeration and air conditioning equipment.
  • You can apply for a 1, 3 or 5 year licence or certificate.
  • Due to an increase in new applications, the estimated wait time for a new application to be determined is approximately 10-12 weeks.

When a medical gas licence is needed

What are medical gases?

Medical gas is a substance used for medical purposes and prescribed by the regulations as a medical gas.

The list of medical gases includes:

  • oxygen
  • nitrous oxide
  • helium
  • nitrogen
  • carbon dioxide
  • medical air
  • surgical tool gas
  • common mixtures of the gases referred to above
  • waste anaesthetic gas
  • air at a negative pressure (commonly known as suctioning)

Mechanical services and medical gas work comes with high risks. To do this work you must have the appropriate skills, qualifications and experience so that the work meets the required standards.

Changes have been made to laws introducing a new licensing framework to ensure public safety where medical gases are used, including private and public hospitals, dental surgeries and aged care facilities.

You need a licence before you can do any medical gas work in NSW, regardless of the cost of the work or whether the work is residential, commercial, or industrial.

There are several different categories of medical gas work including mechanical services. Each is explained below.

Mechanical services and medical gas work

Mechanical services and medical gas work is defined as:

a) The construction, installation, replacement, repair, alteration, maintenance, testing or commissioning of a mechanical heating, cooling or ventilation system in a building, which is associated with the heating, cooling or ventilation of that building and includes:

  1. any valve, regulator, pipe, flue, tank, heating or cooling pipe or surface, boiler, burner, solid fuel heater, coil or other item that is used in the system
  2. in the case of a cooling tower, any water pipe, valve, pump, automated dosing device or automated bleeding device or any other mechanical component that affects the cooling tower’s cooling water flow rate or wastewater disposal
  3. roof sheeting and roof flashing that is necessary for the purpose of any work described in this paragraph or paragraphs (b)–(d), and

b) medical gasfitting work, and

c) the installation, commissioning and any incidental design work that is associated with the installation and commissioning of:

  1. any part of a single head split system, or
  2. a ceiling cassette system, or
  3. an add-on condenser unit for a ducted system associated with the heating and cooling of a building, and

d) any design work incidental to, or associated with, work described in paragraphs (a) and (b).

It does not include:

  • gasfitting work
  • work on a cooling tower drift eliminator
  • treatment of cooling or heating water
  • cleaning of a cooling tower
  • disassembly or reassembly of a flue terminal for the purposes of cleaning a solid fuel heater
  • connection or disconnection of a system referred to in paragraphs (a)–(d) from a water supply other than disconnection of the system from a water supply at an isolating valve adjacent to a mechanical component of that system.

Medical gasfitting work

Medical gasfitting is the construction, installation, replacement, repair, alteration, maintenance, testing or commissioning of a medical gas installation and includes incidental design work.

Medical gas technician work

Medical gas technician work is the commissioning, testing, verification or certification of a medical gas installation.

You need to be licenced in every category you intend to work in.

You can apply to be licenced in different categories at the same time or at different times.

From 1 October 2022, you must be licensed to carry out:

  • medical gasfitting work
  • medical gas technician work.

When do I need a licence to do mechanical services work?

From 1 March 2023, you will need a mechanical services and medical gas licence, or a mechanical services and medical gas (excluding medical gas) licence to do mechanical services work including testing and commissioning of mechanical heating, cooling or ventilation systems.

If you are applying for a mechanical services and medical gas licence (excluding medical gas) you must still have the relevant qualifications and have at least 2 years experience.

Licence types

You need a licence to do any medical gas work in NSW, regardless of the cost of the work or whether the work is residential, commercial or industrial.

There are different types of licences available in NSW depending on whether you want to contract for another party, supervise work, do the work, or a combination of these tasks.

Contractor licence

A contractor licence allows you to contract and advertise to do work. You must have the right qualifications and experience, and can only do the types of work described on your licence card.

Contractor licences can be issued to individuals, and to companies and partnerships.

You can apply for a 1, 3 or 5 year contractor licence.

Qualified supervisor certificate

A qualified supervisor certificate allows you to supervise and do the work described on your certificate. Qualified supervisor certificates are only issued to individuals.

A qualified supervisor certificate doesn't allow you to contract for work.

An endorsed contractor licence is issued to individuals who apply for a contractor licence and who also have the qualifications and experience needed to be a qualified supervisor. Endorsed contractor licence cards have ‘contractor licence (Q)’ printed on them to show they are equivalent to a Qualified Supervisor Certificate.

A qualified supervisor certificate can be issued for 1, 3 or 5 years.

Tradesperson certificate

A tradesperson certificate allows you to do medical gas fitting work with minimum supervision.

Individuals who hold a tradesperson certificate can't sign off on work. Any work must be overseen and signed off by someone who holds a contractor licence or qualified supervisor certificate. Tradesperson certificates are only issued to individuals.

Tradesperson certificates can only be issued for installing medical gas pipeline systems.

You can apply for a 1, 3 or 5 year certificate.

Air conditioning and refrigeration licence holders

You must also hold a National Refrigerant Handling Licence (RHL) to do any work related to refrigeration and air conditioning equipment. To find out if you need an RHL, please visit the Australian Refrigeration Council website.

If you currently hold an air-conditioning and refrigeration licence and are doing work that is listed under both mechanical services work or air-conditioning and refrigeration work, you can continue doing that work under the licence you hold.

To do any mechanical services work that does not fall under air-conditioning and refrigeration work, an additional licence is required. The same applies for air-conditioning and refrigeration work that falls outside the scope of mechanical services work.

Qualifications and experience needed

The qualifications and experience needed for a licence or certificate are listed below by category of work.

To find organisations that deliver nationally recognised training go to training.gov.au and search via the course code or name.

Your supervisor must confirm that you have the relevant experience and are capable of performing the work required by completing a referee's statement form.

Note: You must apply as soon as you finish your apprenticeship or traineeship to be able to keep working on medical gas systems.

Medical gasfitting work

Tradesperson certificate

To get a tradesperson’s certificate for medical gasfitting work you must have:

a) successfully completed one of the following vocational education and training (VET) qualifications

  • Certificate III in Plumbing (Mechanical Services),
  • Certificate III in Plumbing,
  • Certificate III in Gas Fitting, and

b) successfully completed the following units of competency in the Construction, Plumbing and Services Training Package:

  • Install medical gas pipeline systems, and
  • Carry out WHS requirements, and

c) have at least 2 years of experience in medical gasfitting work.

Qualified supervisor certificate

To get a supervisor certificate to do (and to supervise) medical gasfitting work, or an endorsed contractor licence that is equivalent to a supervisor certificate, you must have:

a) successfully completed one of the following vocational education and training (VET) qualifications

  • Certificate IV in Plumbing, and

b) successfully completed the following units of competency in the Construction, Plumbing and Services Training Package:

  • Install medical gas pipeline systems, and
  • Carry out WHS requirements, and

c) have at least 2 years of experience in medical gas fitting work.

Medical gas technician work

Tradesperson certificate

To get a tradesperson's certificate to do medical gas technician work, you must have:

a) successfully completed one of the following relevant vocational education and training (VET) qualifications:

  • Certificate III in Plumbing (Mechanical Services)
  • Certificate III in Plumbing
  • Certificate III in Gas Fitting
  • Certificate IV in Engineering, and

b) successfully completed the following units of competency in the Construction, Plumbing and Services Training Package:

  • Install medical gas pipeline systems
  • Carry out WHS requirements, and

c) have at least 2 years of experience in medical gas technician work.

You will be taken to have satisfactorily completed a relevant VET qualification if you have a degree in either:

  • Mechanical engineering, or
  • Electrical engineering, or
  • Biomedical engineering, or
  • Mechatronics engineering

or another discipline that, in the opinion of the Secretary, is suitable for a person to do medical gas technician work.

Qualified supervisor certificate

To get a supervisor’s certificate to do (and to supervise) medical gas technician work, or an endorsed contractor licence that is equivalent to a supervisor certificate, you must have:

a) successfully completed one of the following relevant vocational education and training (VET) qualifications:

  • Certificate IV in Plumbing
  • Certificate IV in Engineering, and

b) successfully completed the following units of competency in the Construction, Plumbing and Services Training Package:

  • Install medical gas pipeline systems
  • Carry out WHS requirements, and

c) have at least 2 years of experience in medical gas technician work.

You will be taken to have satisfactorily completed a relevant VET qualification if you have a degree in either:

  • Mechanical engineering, or
  • Electrical engineering, or
  • Biomedical engineering, or
  • Mechatronics engineering

or another discipline that, in the opinion of the Secretary, is suitable for a person to do medical gas technician work.

Mechanical services and medical gas work

Tradesperson certificate

To get a tradesperson’s certificate to do mechanical services and medical gas work you must have:

a) successfully completed one of the following vocational education and training (VET) qualifications:

  • Certificate III in Plumbing (Mechanical Services)
  • Certificate III in Plumbing, and

b) successfully completed the following units of competency in the Construction, Plumbing and Services Training Package:

  • Install medical gas pipeline systems (CPCPMS3034)
  • Carry out WHS requirements (CPCPCM2043), and

c) have at least 2 years of experience in mechanical services and medical gas work.

Restricted licence

A restricted licence limits the type of work you can do. If you only want to do mechanical services work, you can apply for a mechanical services and medical gas licence (excluding medical gas).

You will still need to complete a Certificate III in Plumbing (Mechanical Services) or Certificate III in Plumbing, and have at least 2 years experience. You do not need to to complete the two additional medical gas units listed above in part (b).

Qualified supervisor certificate or Contractor licence

To get a supervisor certificate to do (and to supervise) mechanical services and medical gas work, or an endorsed contractor licence that is equivalent to a supervisor certificate, you must have:

a) successfully completed the following vocational education and training (VET) qualification:

  • Certificate IV in Plumbing, and

b) successfully completed the following units of competency in the Construction, Plumbing and Services Training Package:

  • Install medical gas pipeline systems
  • Carry out WHS requirements, and

c) have at least 2 years of experience in mechanical services and medical gas work.

If you apply for a tradespersons certificate, contractor licence or qualified supervisor certificate to do mechanical services and medical gas work, and you cannot satisfy the additional units and experience requirements above, you may be issued with an authority subject to a condition that you must not do medical gasfitting work.

Existing authority holders

A tradesperson certificate authorising the holder to do mechanical services and medical gas work may be issued to a person who:

  1. immediately before 1 March 2023, holds a tradesperson certificate authorising the holder to do plumbing and drainage work, and
  2. meets the additional units and experience requirements, and
  3. otherwise meets the requirements for the issue of the certificate.

An endorsed contractor licence or a supervisor certificate authorising the holder to do and supervise mechanical services and medical gas work may be issued to a person who:

  1. immediately before 1 March 2023, holds an endorsed contractor licence or a supervisor certificate authorising the holder to do and supervise plumbing and drainage work, and
  2. meets the additional units and experience requirements, and
  3. otherwise meets the requirements for the issue of the licence or certificate.

An authority does not authorise the holder to do or supervise plumbing and drainage work for the purposes above if the authority authorises the holder to do or supervise only draining work and no other specialist work. Draining work has the meaning given by the Home Building Regulation 2014, Schedule 4.

If the applicant with an existing authority cannot meet the additional units or experience requirements, they may be issued with an authority subject to a condition that they must not do medical gasfitting work (Mechanical services and medical gas (excluding medical gas)).

References in this section to a VET qualification or a unit of competency includes a reference to a qualification or unit that replaces that qualification or unit.

In this section VET qualification has the same meaning as in the National Vocational Education and Training Regulator Act 2011 of the Commonwealth.

Your application will be reviewed and assessed to check it meets eligibility requirements.

We might contact you (by email or SMS) if we need more information.

Application processing times

Due to an increase in new applications, our standard turnaround time of 30 business days (6 weeks) does not apply at this time.

The estimated wait time for a new application to be determined is approximately 10-12 weeks.

Note: It’s important that you submit all the required information and documents with your original application. If we need to request additional information, the processing time will increase.

Outcome advised

If your application is successful, we will contact you via SMS and send you a licence card in the post. Your approved licence details will be added to the public register.

Renew a licence

You need to renew your licence or certificate before it expires.

If your licence or certificate isn't renewed by the due date it will expire, and you will no longer be authorised to work in NSW.

We will send you a renewal form about six weeks before the expiry date with details of how to renew. We may also send you an SMS reminder.

If your licence is going to expire soon and you have not received your renewal form, contact us on 13 32 20. It is your responsibility to renew your licence on time.

If eligible, you can renew your licence or certificate online.

You're not able to renew online, if:

  • you want to seek an exemption from continuing professional development (CPD) obligations, or
  • you need make changes to your licence other than your contact details and address.

If you don’t meet the eligibility requirements, you can also renew in person at your nearest Service NSW centre.

If we approve your application, we will post your new licence to you. Read about reasons why an application may not be approved.

Restoring your licence after expiry

If your licence or certificate expired less than three months ago, you can restore it for a fee at a Service NSW Centre.

You can use the details on your renewal form to apply to restore your licence.

If your licence is renewed or restored, you’ll keep your existing licence number. In this instance, your licence is considered to have been renewed from the day the licence expired.

If your licence has been expired for more than 3 months, restoration may not be an option and you will need to reapply. You cannot trade until your new licence is issued.

Replace your licence

If your licence or certificate has been damaged, lost or stolen, you can apply for a replacement at a Service NSW Centre.

To replace your licence you will need:

As a licence holder, it is your responsibility to tell us within 14 days if your name, address or other details change.

Change of address and contact details

If you hold a current licence or certificate and your address or contact details have changed, you can update them online, as long as your current email address or mobile phone number is recorded with NSW Fair Trading.

Note: Only your address and contact details can be changed online. If you want to change your name, you'll need to visit a Service NSW Centre with a copy of the name change document, such as a marriage certificate.

Change of licence class

If you gain further qualifications that allow you to work in additional classes, you can add or change a class on your contractor licence or qualified supervisor certificate at a Service NSW Centre.

If your circumstances change (such as your qualifications), and this affects the conditions under which your licence or certificate has been issued, you'll need to amend your details. You can do this at a Service NSW Centre.

Before you begin your application, make sure you have:

  • an Application Form - Individual, or a letter explaining the details of the condition change
  • proof of identity
  • one passport size photograph (if applicable)
  • evidence of qualifications or documentation to validate the change of condition
  • payment for the fee. See our fees page for details.

Working interstate and mutual recognition

If you have a licence from interstate or New Zealand see Mutual Recognition.

If you hold a current and equivalent licence in another state or territory (or New Zealand) you can use this form to apply for recognition of your qualifications to work in NSW.

Application, payment and supporting documents must be lodged at a Service NSW Centre.

Overseas qualifications

If you trained overseas see Overseas Trained Applicants.

Qualifications from overseas are generally not approved for licensing in NSW. If you were trained outside Australia, you will need to find a registered training organisation (RTO) for an assessment of your skills and knowledge.

Generally overseas qualifications are not accepted unless they have come through the Offshore Skilled Assessment Program (OSAP). Plumbers, drainers and gasfitters are accepted under OSAP.


Common questions

I only want to do mechanical services work, do I need to complete the additional medical gas training?

No.

If you are applying for a restricted Mechanical Service and Medical Gas (excluding medical gas) licence, you will not need to complete the two medical gas courses.

However, you will still need to have completed the relevant qualifications and have 2 years’ experience.

Do I need to apply for a new licence if I am a licenced plumber?

Yes.

You must apply for the relevant medical gas work category to be able to undertake the work regardless of whether you hold a current licence in plumbing.

If you hold a tradesperson certificate authorising you to do plumbing and drainage work before 1 October 2022 (or 1 March 2023 for mechanical services work),  you can automatically apply for a licence.

You will still need to have completed at least 2 years of experience and the relevant qualifications.

If I hold a Minor Tradework - Ducting and mechanical ventilation licence, can I do mechanical services and medical gas work?

No.

Only a person with a Mechanical Services and Medical Gas licence or a restricted Mechanical Services and Medical Gas licence (excluding medical gas) can carry out mechanical service work.

Schedule 4 of the Home Building Regulation 2014 has a full list of what is, and is NOT, included in:

  • air-conditioning work
  • refrigeration work.

Can a contractor continue to work after 1 October 2022 (or 1 March for mechanical services) while their application is being assessed?

No.

Medical gas and mechanical services work is specialist work.

You need a Medical Gasfitting, Medical Gas Technician or Mechanical Services and Medical Gas licence before you can do any medical gas work in NSW, regardless of the cost of the work and regardless of whether the work is residential, commercial or industrial.

Do I need a licence to do water treatment work and work on cooling towers?

Current descriptors detailed in the Home Building Act 1989 outline work that requires a licence. Generally, work that is installation, commissioning and decommissioning would be considered specialist work and therefore requires a licence.

Work that generally falls under water treatment and includes inspection, chemical analysis and microbial testing which is required to be undertaken by a duly qualified person is not considered ‘specialist work’ and therefore would not need a licence.
