    Plumbing, draining and gasfitting

    All the information you need to get a licence or certificate in plumbing, draining and gasfitting work. Use the menu on the right to find what you need.

    You need a licence before you can do any plumbing, draining or gasfitting (including LP gasfitting) work in NSW, regardless of the cost of the work and regardless of whether the work is residential, commercial or industrial.

    ‘Plumbing, drainage and gasfitting’ includes many different categories of work. Each is explained below. You need to be licenced in every category you intend to work in. You can apply to be licenced in different categories at the same or at different times.

    Licence types

    Plumbing, draining and gasfitting work is Specialist Work.

    There are different types of licences available in NSW depending on whether you want to contract or supervise work.

    A contractor licence allows you to contract and advertise to do work. You can only do the types of work described on your licence card. Contractor licences can be issued to individuals and to companies and partnerships. You can choose to have a contractor licence issued for one or three years.

    A qualified supervisor certificate allows you to supervise and do the work described on your certificate. Qualified supervisor certificates are only issued to individuals. Certificates are issued for three years. A qualified supervisor certificate does not allow you to contract for work.

    An endorsed contractor licence is issued to individuals who apply for a contractor licence and who also have the qualifications and experience needed to be a qualified supervisor. Endorsed contractor licence cards have ‘contractor licence (Q)’ printed on them to show they are equivalent to a Qualified Supervisor Certificate.

    A tradesperson certificate allows you to do plumbing, drainage and gasfitting work with minimum supervision. Individuals who hold a tradesperson certificate cannot sign off on work. Any work you do must be overseen and signed off by someone who holds a contractor licence or qualified supervisor certificate. Tradesperson certificates are only issued to individuals. Certificates are issued for three years. Tradesperson certificates used to be known as a ‘journeyman’.

    Tradesperson certificates can only be issued in select categories of plumbing, draining and gasfitting work. These are:

    • plumbing
    • water plumbing – fire protection systems
    • water plumbing – urban irrigation
    • draining and gasfitting.

    Categories of work

    Plumbing

    ‘Plumbing’ is water plumbing, sewerage or sanitary plumbing.

    • Water plumbing is work carried out in connection with the supply or conveyance of water. It includes the installation, alteration, extension, disconnection, removal, renewal, repair and maintenance of pipes, tanks, fixtures, appliances and fittings designed to convey, store, protect, treat, mix, measure, modify or regulate the flow of water, including hot water.
    • Sewerage work is the construction, alteration, extension, disconnection, removal, maintenance, repair, renewal, ventilation, flushing or cleansing of any sewerage service pipes, or fittings or fixtures connecting, or intended to connect, directly or indirectly with a sewer or onsite wastewater management systems.
    • Sanitary plumbing is work carried out in connection with the collection, conveyance or disposal of sewage, liquid trade wastes and other permitted discharges. It includes the installation, alteration, extension, disconnection, removal, renewal, repair and maintenance of pipes, tanks, fittings, appliances and fixtures designed to receive, convey, store, treat, modify or regulate the flow of sewage, liquid trade wastes or other permitted discharges. It includes the ventilation of those pipes, tanks, fittings, fixtures and appliances.

    Plumbing work does not include the work of drainage or roof plumbing.

    Water plumbing

    Water plumbing is the work of water supply, which is the construction, alteration, extension, disconnection, removal, maintenance, repair, renewal or clearing of any pipes or fittings of any water service connecting (or intending to connect) directly or indirectly with a water main. This includes work on pipes and fittings, whether or not they are connected (or intended to be connected to) a water main, in a building in which any part of the sewerage service is connected to an onsite wastewater management system.

    Water plumbing - fire protection systems

    This is water plumbing involved in a fire service as defined in ‘AS/NZS 3500.0:2003, Plumbing and drainage, including a fire sprinkler system and connection of the system to a water main’.

    Water plumbing - fire sprinkler systems

    This is water plumbing involved in a fire sprinkler system installed beyond the sprinkler valve assembly.

    Water plumbing - urban irrigation

    Work of irrigation includes the construction, alteration, extension, disconnection, removal, maintenance, repair, renewal or clearing of any pipes, fittings or equipment of any irrigation system communicating (or intending to communicate) directly or indirectly with any water main, and the connection of the system to a water main.

    Draining work

    Draining is the work of sanitary drainage. This is the construction, alteration, extension, disconnection, removal, maintenance, repair, renewal, ventilation, flushing or cleansing of any sanitary drain connecting (or intended to connect) directly or indirectly with a sewer. This includes work on a house drain connected to an onsite wastewater management system.

    Gasfitting work

    Gasfitting work is defined by the Gas Supply Act 1996.

    Gasfitting work means any work involved in:

    • the installation, alteration, extension or repair of a gas installation
    • the installation, alteration, extension, removal or repair of any flue
    • the connection of a gas installation to, or the disconnection of a gas installation from, a gas supply point
    • the connection of a gas appliance to, or the disconnection of a gas appliance from, a gas installation (otherwise than where the point of connection is a gas outlet socket)
    • the connection of a gas container, gas regulator or gas appliance to, or the disconnection of a gas container, gas regulator or gas appliance from, a gas installation (otherwise than where it is readily designed to be detachable from the installation, either with the use of a tool, mechanical force, or otherwise).

    Gasfitting work includes work on a gas installation (other than an autogas installation) connected (or intended to be connected) to a compressed natural gas container.

    A gas installation means any pipe or system of pipes (and associated fittings and equipment) used to convey or control gas, that are downstream from the gas supply point. It includes any flue that is downstream from a gas supply point. It does not include anything beyond the gas installation end point. It also does not include an autogas installation.

    A gas appliance means any gas burning or gas using appliance that is manufactured, adapted or designed for connection to a gas installation, via a gas outlet socket or otherwise. It includes any liquefied petroleum gas dispenser, catalytic burner or vaporiser. It does not include an internal combustion engine that is installed in or is part of a vehicle, vessel or machine.

    LP gasfitting work (restricted gasfitting work)

    LP gasfitting is gasfitting work as defined above but restricted to a gas installation designed to carry liquefied petroleum gas in vapour phase only at pressures not exceeding 150 kilopascals.

    Liquefied petroleum gas means a liquid or gaseous substance that is a mixture of hydrocarbons, basically consisting of butane or butene or propane or propene, or any mixture of them.

    Advanced LP gasfitting work (unrestricted LP gasfitting work)

    Advanced LP gasfitting work is gasfitting work as defined above but restricted to liquefied petroleum gas without any restriction as to pressure and whether or not the gas will be conveyed in liquid or vapour phase. It includes work on pipes, fittings, or appliances attached to or forming part of a liquefied petroleum gas transport container.

    Add a category to your licence or certificate

    If you gain more qualifications that allow you to do more types of work, such as other building work, trade work or specialist work, you can apply to add a category to your individual contractor’s licence and/or your qualified supervisor’s certificate.

    Change a condition on your licence

    Your licence or certificate allows you to do and/or supervise the work described on your licence card, subject to any specified conditions. Conditions may be imposed for a number reasons and limit the scope of work you are able to do, or place other requirements on the licence or certificate holder. They may be as a result mutual recognition processes, disciplinary action, bankruptcy, external administration or other factors.

    If circumstances change, and this affects your ability to do the work described on your licence card, you must let us know within seven days. If you wish to have your licence or certificate updated to remove limitations on your category of work, you will need to make an application to vary your licence or certificate. Refer to the 'Add a category to your licence or certificate' section above.

    Qualifications and experience needed

    The qualifications and experience you need to get a licence or certificate are listed below by category of work.

    To find organisations that deliver nationally recognised training, go to training.gov.au and search via the course code or name.

    If you are currently an apprentice or trainee, you cannot apply for a licence or certificate. You must apply as soon as you finish your apprenticeship or traineeship to be able to keep doing air conditioning and refrigeration work.

    For a contractor licence or qualified supervisor certificate

    Plumbing, draining, gasfitting and LP gas fitting

    You must complete one of the following:

    • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including completing all modules in the water stream, sanitary stream, drainage stream and gas services stream
      OR
    • An apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including completing all modules in the water stream, sanitary stream, drainage stream and gas services stream

    In addition to one of the above, you must:

    • Complete the following units of competency
      • Either CPCPWT4011A or B Design and size heated and cold water services and systems or CPCPWT4001A/ BCPWT4001A Plan, size and layout hot and cold water services and systems; and
      • CPCCBC4012A or B/ BCGBC4012A Read and interpret plans and specifications; and
      • Either CPCPDR4011A or B Design and size sanitary drainage systems or CPCPDR4001A/ BCPDR4001A Plan, size and layout sanitary drainage systems; and
      • Either CPCPDR4012A or B Design and size stormwater drainage systems or CPCPDR4002A/ BCPDR4002A Plan, size and layout stormwater drainage systems; and
      • Either CPCPDR4013A or B Design and size domestic treatment plant disposal systems or CPCPDR4003A/ BCPDR4003A Plan, size and layout domestic treatment plant disposal systems; and
      • Either CPCPSN4011A or B Design and size sanitary plumbing systems or CPCPSN4001A/ BCPSN4001A Plan, size and layout sanitary pipework and fixtures; and
      • Either CPCPGS4011A or B or C Design and size consumer gas installations or CPCPGS4001A/ BCPGS4001A Plan, size and layout consumer gas installations

      AND

    • Complete an apprenticeship and at least two years’ combined industry experience in the work covered by the units set out above

      OR
    • Have at least two years’ combined industry experience in the work covered by the units set out above, and you got this experience after completing Certificate III in Plumbing

    We may require evidence of your employment to confirm any employment periods and to verify that you are able to do or supervising plumbing, draining, gasfitting and LP gasfitting work.

    Plumbing

    You must complete one of:

    • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including completing all modules in the water stream and sanitary stream and the units of competency listed below
      OR
    • An apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including completing all modules in the water stream and sanitary stream and the units of competency listed below

    In addition to one of the above, you must complete the following units of competency:

    • Either CPCPWT4011A or B Design and size heated and cold water services and systems or CPCPWT4001A/ BCPWT4001A Plan, size and layout hot and cold water services and systems; and
    • CPCCBC4012A or B/ BCGBC4012A Read and interpret plans and specifications; and
    • Either CPCPDR4011A or B Design and size sanitary drainage systems or CPCPDR4001A/ BCPDR4001A Plan, size and layout sanitary drainage systems; and
    • Either CPCPDR4012A or B Design and size stormwater drainage systems or CPCPDR4002A/ BCPDR4002A Plan, size and layout stormwater drainage systems; and
    • Either CPCPDR4013A or B Design and size domestic treatment plant disposal systems or CPCPDR4003A/ BCPDR4003A Plan, size and layout domestic treatment plant disposal systems; and
    • Either CPCPSN4011A or B Design and size sanitary plumbing systems or CPCPSN4001A/ BCPSN4001A Plan, size and layout sanitary pipework and fixtures

    AND

    • Show evidence of completing an apprenticeship and at least two years’ combined industry experience in the work covered by the units set out above

      OR
    • At least two years’ combined industry experience in the work covered by the units set out above and that this experience was obtained after completion of Certificate III in Plumbing.

    We may require evidence of your employment to confirm any employment periods and to verify that you are able to do or supervising plumbing work.

    Water plumbing

    You must complete one of the following:

    • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411 / CPC32408/ BCP30103 including the two units of competency listed below
      OR
    • An apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including the two units of competency listed below

    In addition to one of the above, you must complete the following two units of competency:

    • Either CPCPWT4011A or B Design and size heated and cold water services and systems or CPCPWT4001A/ BCPWT4001A Plan, size and layout hot and cold water services and systems; and
    • CPCCBC4012A or B/ BCGBC4012A Read and interpret plans and specifications

    AND

    • Show evidence of completing an apprenticeship and at least two years’ combined industry experience in the work covered by the units set out above
      OR
    • At least two years’ combined industry experience in the work covered by the units set out above and that this experience was obtained after completing Certificate III in Plumbing.

    You must complete one of:

      • CPCPFS3044A/ CPCPFS3012A/ CPCPFS3002A/ BCPFS3002A Install distribution and range pipes; and
      • CPCPFS3045A/ CPCPFS3013A/ CPCPFS3003A/ BCPFS3003A Fit off sprinkler heads, controls and ancillary equipment; and

    Water plumbing - urban irrigation

    You must complete one of the following:

    • Certificate II in Urban Irrigation CPC20912/ CPC20911/ CPC20908/ BCP20303

    OR

    • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 and all of these units of competency:
      • CPCPIG2021A/ CPCPIG2011A/ CPCPIG2001A/ BCPIG2001A Design domestic urban irrigation systems; and
      • CPCPIG3021A/ CPCPIG3011A/ CPCPIG3001A/ BCPIG3001A Set out, install and commission irrigation systems; and
      • CPCPIG3022A/ CPCPIG3012A/ CPCPIG3002A/ BCPIG3002A Install and commission domestic irrigation pumps; and
      • CPCPWT3027A/ CPCPWT3017A/ CPCPWT3007A/ BCPWT3007A Connect irrigation systems from drinking water supply

    • Certificate III in Irrigation RTE31303 and all of these units of competency:

      • RTE3601A Install irrigation systems; and
      • RTE3605A Troubleshoot irrigation systems;

    OR

    • Certificate III in Irrigation AHC32410 and all of these units of competency:
      • CPCPWT3027A/ CPCPWT3017A/ CPCPWT3007A/ BCPWT3007A Connect irrigation systems from drinking water supply; and
      • AHCIRG302A Install irrigation systems; and
      • AHCIRG306A Troubleshoot irrigation systems;

    OR

    • Certificate III in Irrigation AHC32416/ AHC32412 including these units of competency:
      • CPCPWT3027A/ CPCPWT3017A/ CPCPWT3007A/ CPWT3007A Connect irrigation systems from drinking water supply; and
      • AHCIRG306A Troubleshoot irrigation systems.

    In addition to one of the above, you must:

    • Show evidence of completing an apprenticeship and at least two years’ combined industry experience in the work covered by the units set out in relation to the Certificate III qualification completed above
      OR
    • Have at least two years’ combined industry experience in the work covered by the units set out in relation to the Certificate III qualification completed above and show that you got this experience after completing a Certificate III in Plumbing or Certification III Irrigation.

    Draining work

    You must complete one of:

    • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including completing all modules in the draining stream and the units of competency listed below;
      OR
    • an apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules in the draining stream and the units of competency listed below;
      OR
    • Certificate II in Drainage CPC20712/ CPC20711/ CPC20708/ BCP20102 and the units of competency listed below.

    In addition to one of the above, you must:

    • Complete all of the following units of competency:
      • CPCCBC4012A/ BCGBC4012A or B Read and interpret plans and specifications, and
      • either CPCPDR4011A or B Design and size sanitary drainage systems or CPCPDR4001A/ BCPDR4001A Plan, size and layout sanitary drainage systems, and
      • either CPCPDR4012A or B Design and size stormwater drainage systems or CPCPDR4002A/ BCPDR4002A Plan, size and layout stormwater drainage systems, and
      • either CPCPDR4013A or B Design and size domestic treatment plant disposal systems or CPCPDR4003A/ BCPDR4003A Plan, size and layout domestic treatment plant disposal systems

      AND

    • Show evidence of completing an apprenticeship and at least two years’ combined industry experience in the work covered by the units set out above
      OR
    • Have at least two years’ combined industry experience in the work covered by the units set out above and show you got this experience after completing Certificate III in Plumbing.

    Gasfitting work and LP gasfitting work (restricted LP gasfitting work)

    You must complete one of:

    • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including completing all modules in the gas services stream and the units of competency listed below;
      OR
    • an apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including completing all modules in the gas services stream and the units of competency listed below; 
      OR
    • Certificate III in Gasfitting CPC32713/ CPC32712/ CPC32711/ CPC32708/ BCP30403 and the units of competency listed below; 
      OR
    • an apprenticeship which includes Certificate III in Gasfitting CPC32713/ CPC32712/ CPC32711/ CPC32708/ BCP30403 and the units of competency listed below.

    In addition to one of the above, you must:

    • Complete all of the following units of competency:
      • CPCCBC4012A/ BCGBC4012A or B Read and interpret plans and specifications; and
      • either CPCPGS4011A or B or C Design and size consumer gas installations or CPCPGS4001A/ BCPGS4001A Plan, size and layout consumer gas installations.

      AND

    • Show evidence of completing an apprenticeship and at least two years’ combined industry experience in the work covered by the units set out above
      OR
    • Have at least two years’ combined industry experience in the work covered by the units set out above and show you got this experience after completing Certificate III in Plumbing.

    Advanced LP gasfitting work (unrestricted LP gasfitting work)

    You must complete one of:

    • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including completing all modules in the gas services stream and the units of competency listed below; 
      OR
    • Certificate III in Gasfitting CPC32713/ CPC32712/ CPC32711/ CPC32708/ BCP30403 and the units of competency listed below.

    In addition to one of the above, you must:

    • Complete all of the following units of competency:
      • CPCPGS3060A/ CPCPGS3035A/ CPCPGS3005A/ BCPGS3005A Install LP gas storage of aggregate capacity exceeding 500 litres and less than 8KL; and
      • CPCPGS3050A/ CPCPGS3020A/ CPCPGS3010A/ BCPGS3010A Install Type B appliance flues; and
      • CPCCBC4012A/ BCGBC4012A or B Read and interpret plans and specifications; and
      • Either CPCPGS4011A or B or C Design and size consumer gas installations or CPCPGS4001A/ BCPGS4001A Plan, size and layout consumer gas installations;

      AND

    • Show evidence of completing an apprenticeship and at least two years’ combined industry experience in the work covered by the units set out above, 
      OR
    • Have at least two years’ combined industry experience in the work covered by the units set out above and show you got this experience after completing Certificate III in Plumbing.

    For a tradesperson certificate

    Plumbing, draining and gasfitting

    You must complete one of:

    • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules in the water stream, sanitary stream, draining stream and gas services stream
      OR
    • an apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules in the water stream, sanitary stream, draining stream and gas services stream.

    Water plumbing - fire protection systems

    You must complete one of:

    • Certificate III in Fire Protection CPC32813/ CPC32812/ CPC32811/ CPC32808/ BCP30503; 
      OR
    • an apprenticeship which includes Certificate III in Fire Protection CPC32813/ CPC32812/ CPC32811/ CPC32808/ BCP30503; 
      OR
    • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 and all of these units of competency:
      • Either CPCPWT3010A Connect and install storage tanks to a domestic water supply or CPCPFS2021A Connect static storage systems for fixed fire protection systems or CPCPFS2001A/ BCPFS2001A Connect static storage tanks; and
      • CPCPFS2022A/ CPCPFS2012A/ CPCPFS2002A/ BCPFS2002A Install portable fire equipment; and
      • CPCPFS3044A/ CPCPFS3012A/ CPCPFS3002A/ BCPFS3002A Install distribution and range pipes; and

    • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 and all of these units of competency:
      • CPCPIG2021A/ CPCPIG2011A/ CPCPIG2001A/ BCPIG2001A Design domestic urban irrigation systems; and
      • CPCPIG3021A/ CPCPIG3011A/ CPCPIG3001A/ BCPIG3001A Set out, install and commission irrigation systems; and
      • CPCPIG3022A/ CPCPIG3012A/ CPCPIG3002A/ BCPIG3002A Install and commission domestic irrigation pumps; and
      • CPCPWT3027A/ CPCPWT3017A/ CPCPWT3007A/ BCPWT3007A Connect irrigation systems from drinking water supply

      OR

    • Certificate III in Irrigation RTE31303 and all of these units of competency:

      • AHCIRG306A Troubleshoot irrigation systems.

    Draining work

    You must complete one of:

    • Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules in the draining stream;
      OR
    • Certificate II in Drainage CPC20712/ CPC20711/ CPC20708/ BCP20102; 
      OR
    • an apprenticeship which includes Certificate III in Plumbing CPC32413/ CPC32412/ CPC32411/ CPC32408/ BCP30103 including all modules in the draining stream.

    Gasfitting work

    You must complete one of:

    • Certificate III in Gasfitting CPC32713/ CPC32712/ CPC32711/ CPC32708/ BCP30403; 
      OR
    • an apprenticeship which includes Certificate III in Gasfitting CPC32713/ CPC32712/ CPC32711/ CPC32708/ BCP30403.

    Assessing experience

    Where we say "experience" is required, this means experience you have gained as an employee who has been paid in line with an award or enterprise agreement. You can get the experience during or after completing an apprenticeship. You must get referees to verify your experience via the Referee Statement Form.

    Certificate III in Plumbing requirements

    If you hold a Certificate III in Plumbing BCP30103/ CPC32408/ CPC32411/ CPC32412/ CPC32413, you must have completed certain units of competency in the sanitary, drainage and gasfitting streams to be able to apply for a licence or certificate in the plumbing, draining, gasfitting, LP gasfitting or advanced LP gasfitting categories of work.     Superseded qualifications

    If you started or finished a superseded qualification before 13 May 2009 and you apply for a new licence or certificate, we will accept the superseded qualification in place of the current qualification requirements.You must have finished the superseded qualification in full. We will not accept applications that have a mix of both superseded and current qualifications.

    If you cannot give us a certificate or final academic transcript including course number/s to prove you finished a superseded qualification, you will need to meet the current qualification requirements.

    If you are applying for a licence or certificate using superseded qualifications, you must get referees to verify your experience using this Referee’s Statement form.

    Previous licence or supervisor certificate holders

    You do not need to show your qualifications if:

    1) You have ever held an endorsed contractor licence, qualified supervisor certificate or tradesperson certificate in plumbing, draining and gasfitting that was not subject to restrictions or conditions. If you apply for a new endorsed contractor licence or qualified supervisor certificate, we will accept your previous licence or certificate in place of the current qualification requirements.

    2) You have held an endorsed contractor licence, qualified supervisor certificate or tradesperson certificate in the last five years in plumbing, draining or gasfitting that was subject to restrictions or conditions. We will assess your application and reissue you a licence or certificate that reflects the scope of work that your licence or certificate covered. This may include some conditions or restrictions.

    Renew or restore a licence or certificate

    We will send you a renewal form in the mail several weeks before your licence or certificate is due to expire.

    How to renew

    You can use the details on the renewal form to renew your licence online at Service NSW. You can also renew in person at your nearest Service NSW centre.

    • renewal form
    • payment
    • additional details form/s (if applicable)
    • details of any past compliance issues, insolvency matters, or criminal offences (if applicable)
    • details of change of any circumstances to the licence or certificate

    If we approve your application, we will post your new licence to you. Read reasons why an application may not be approved.

    If your licence is going to expire soon and you have not gotten your renewal form, contact us on 13 32 20. It is your responsibility to renew your licence on time.

    Renewal fees

    A discount of 10 per cent or $5 (whichever is more) applies to the processing fee when you renew your licence online.

    Late renewals 

    If you do not renew on time and your licence expires, you may have to apply to have your licence restored and pay a restoration fee. You have three months from the date of expiry to restore your licence or certificate. You can use the details on your renewal form to apply to restore your licence at a Service NSW centre.

    If your licence expires and you do not apply to have it restored within three months, you will have to apply for your licence to be reissued. Follow the steps in ‘Apply for a licence or certificate’. Having your licence reissued takes time and you cannot trade until you have it.

    Our assessment process

    Once we have your completed application form, supporting documents, and fee payment, we will assess your application.

    If your application for a licence is approved, we will send you a licence card.

    Sometimes we do not approve applications. Reasons for this can include:

    • you have not met the qualification or experience requirements
    • you failed to provide details requested by Fair Trading
    • you have been disqualified from holding a licence
    • you owe money to Fair Trading as a result of a judgement
    • you hold a provisional licence or certificate
    • you are an apprentice or trainee
    • you have not complied or are unable to comply with insurance requirements
    • you are bankrupt or were bankrupt within three years before the date of the application
    • you are or were a director or a person concerned in the management of a company:
      • that is or was the subject of a winding up order or
      • for which a controller or administrator has been appointed or
      • when a controller or administrator was appointed (within three years prior to your application for licence). This includes where you stop being a director or a person concerned in the management of a company within 12 months prior to the external administration.
    • you are subject to an unsatisfied tribunal order
    • you have had an unreasonable number of:
      • complaints
      • penalty notices
      • formal cautions
      • paid insurance claims
    • you used false information in your application
    • a close associate (who is not a fit and proper person to hold a licence) has significant influence over you or the operation and management of your business
    • you are considered to be an unfit or improper person to hold a licence or certificate.

    It is an offence to make a false statement or leave out information when applying for a licence. If it is found that your licence has been issued on misleading grounds, you may be prosecuted and your licence may be cancelled.

    If we refuse your application, only part of the fee may be refunded, the rest is to cover processing costs.

    You can update your details online at Service NSW. Your current email address and mobile phone number needs to be registered with Fair Trading to be able to update online.

    If your licence or certificate has been damaged, lost or stolen, you can order a replacement at a Service NSW centre.

    Interstate and New Zealand licences

    Insurance requirements

    If you are a licensed builder or tradesperson in NSW, you need to get home building compensation (HBC) cover for each home building project over $20,000 including GST.

    HBC cover, which used to be called ‘home warranty insurance’, protects homeowners as a last resort if you cannot complete building work or fix defects.

    Insolvency matters

    Current bankruptcy and external administration 

    If you are applying for a licence and are currently bankrupt or the director of a company that is under external administration (other than external administration resulting from a member's voluntary winding up of the body corporate), and if we grant an authority and it is a contractor licence, it may come with the condition: 'Only for contracts up to $20,000'.

    Bankruptcy or external administration within three years

    If you are applying for a licence and have been discharged from bankruptcy or were previously a director of a company in external administration (other than external administration resulting from a member's voluntary winding up of the body corporate), and if we grant you a contractor licence, it may come with conditions.

    Cancelled or suspended licences

    Your licence or certificate can be cancelled or suspended if you:

    • become involved in unlawful activity
    • get a licence by misrepresentation or fraudulent means
    • become bankrupt or subject to a winding up order

    Also, if the holder of a company or partnership licence goes more than 30 days without an acceptable nominated supervisor, without prior consent from Fair Trading, the licence will be cancelled.

    If your licence is cancelled, we will not refund any of the fees paid.

    Immediate action required

    If your licence or certificate has been cancelled or suspended you must immediately:

    • stop all business activity that relates to the licence or certificate
    • remove any sign or advertisement which indicates the conduct of business activity that relates to the licence or certificate
    • return the licence or certificate to NSW Fair Trading by mail or at a Service NSW centre.

    You should also let your clients know, either verbally or in writing, that your licence has been cancelled or suspended and you are unable to complete any unfinalised work.

    Automatic licence suspension

    Your licence will be automatically suspended if you do not comply with an order by a court or the NSW Civil or Administrative Tribunal (NCAT) to pay money for a building claim. Read more.
