Proof of identity requirement

Proof of identity (POI) is required with every application for an individual home building licence, certificate or permit. This accountability reduces fraudulent conduct within the home building industry.

Proof of identity applies to individuals, and includes applicants of an individual contractor, a qualified supervisor, a tradesperson certificate or owner builder permit.

Documents must be current (valid at the time they are provided) and cannot be used twice (e.g. if a driver licence is presented under List 1, it cannot be presented again under List 2).

The application will also need one recent passport quality photo. You must apply in person at any Service NSW Centre. Applications will not be accepted by mail, fax or electronic means.

The required forms of identification are:

  • one Photo ID from List 1
  • one form of ID from List 2 (different to list 1)
  • one form of ID from List 3 (different to list 1 and 2).

List 1 – Photo ID

  • An Australian driver’s licence or other such equivalent photo identification card.
  • An Australian passport.
  • An Australian electronic visa record supported by a foreign passport.
  • An Immicard issued by the Department of Home Affairs.
  • A Convention Travel Document issued by the Department of Foreign Affairs and Trade.
  • A Certificate of Identity issued by the Department of Foreign Affairs and Trade.

List 2 – Use in the Community

  • An Australian driver’s licence or other such equivalent photo identification card.
  • A Medicare Card.
  • An Australian Change of Name Certificate.
  • An Australian Marriage Certificate.
  • A Certificate of Identity issued by the Department of Foreign Affairs and Trade.

List 3 – Commencement of identity

  • An Australian Birth Certificate.
  • An Australian electronic visa record supported by a foreign passport.
  • An Immicard issued by the Department of Home Affairs.
  • An Australian Citizenship Certificate.

Name change

If you have changed your name, please provide one linking document from the list below:

  • An Australian Birth Certificate.
  • An Australian Change of Name Certificate.
  • An Australian Marriage Certificate.

Address

If you have not already presented a document which shows your current residential address, please provide one from the list below:

  • Utility bill (telephone, gas or electricity) up to 1 year old.
  • A residential tenancy agreement up to 1 year old.
  • A passbook or account statement from a bank, building society or credit union up to 1 year old.
  • Council, water rates or land valuation notice up to 1 year old.
  • Current insurance renewal for house, contents, vehicle, boat up to 1 year old
  • Taxation notice of assessment up to 1 year old.
  • An electoral enrolment card or the evidence of enrolment up to 1 year old.
