Developer instructions

Under the Strata building bond & inspections scheme (SBBIS), developers of new apartment buildings 4 storeys or higher must pay a building bond to NSW Fair Trading equal to 2% of the total price paid or payable of all contracts for the building.


Key information:

  • The building bond may be used to fix defects identified during the SBBIS building inspections. If not needed, the bond is returned to the developer.
  • Once Developers have completed Stage 1 – Building bond lodgement in the NSW Planning Portal, they need to need to register to use the Strata Hub and complete SBBIS online tasks.
  • Developers need to complete online tasks in stages 2, 4, 5 and 6.

How to register

Developer registration instructions

Start the process by registering to use the Strata Hub. Once you register or log on to the Strata Hub you can view the details of the development and progress the building bond case.

  1. Once your SBBIS bond has been approved and an occupation certificate has been issued on the NSW Planning portal, the Strata Hub will send you an email advising you to ‘Register for the Strata Hub’ including the strata bond number.
  2. Read the Privacy Statement. If you understand the statement, tick ‘I understand’, complete ‘ReCAPTCHA’ and click on ‘Continue’.
  3. You will progress to the ‘Personal Details’ screen’. Enter your details. All the fields marked with a red asterisk [*] are mandatory.
    Tip: the password you create must be at least 8 characters long and include at least one alphabetic character [a-z], one numeric character [0-9], and one special character.
    Note: Please manage your password details securely and ensure they can be retrieved easily for the next time you log in to the Strata Hub.
  4. If you understand the two disclaimer statements, tick the checkboxes and click on 'Continue’.
  5. Select ‘Developer’ under Registration Details. Enter the ABN/ACN number of the developer as provided when lodging the bond in the NSW Planning Portal (stage 1).
  6. Once you insert your ABN/ACN number, you will see the details that have come across from the NSW Planning portal (where the bond was lodged). Click on ‘Register’.
  7. You will receive an onscreen message about a welcome email. Select ‘Return to login screen’.
  8. The email address you enter will be used to send a registration confirmation.
  9. To login and confirm your account, you will need to enter your username and temporary password. Note: your username is your email address.
  10. You will receive a ‘Verification Code’ in your email address.
  11. Please enter the verification code and click ‘Submit’.
  12. Once you submit your verification code, the system will ask you to change your password. Set your new password to complete your registration process.
  13. After changing your password, you will be able to see the Welcome page/Home Page.
  14. Search your ‘Strata Bond Number’, you will be able to see and update the details.
  15. To log off, go to the left menu, go down to the icon with your initials on it at the bottom of the page. Click on that icon and select the ‘Log off’ option.

Note: When using your web browser to access the Strata Hub, ensure it is not zoomed in beyond 100% or some of your left panel menu options will not be visible.

Our user instructions make it easier for you to understand what SBBIS online tasks you need to perform in the Strata Hub.

Note: Each time you log in, you will need to enter the new verification code emailed to you.

Stage 2 - inspector appointment

These instructions cover the following tasks:

General instructions

  1. The Strata Hub will issue you an email notification advising you to ‘Appoint a building inspector for interim inspection and report’ when the deadline to appoint a building inspector is approaching.
    It will quote the case reference number. You can then log on to the Strata Hub and select a new building inspector before the due date.
  2. Log in with your username and password to the Strata Hub.
  3. After successful authentication, you will view your Home Page Dashboard. It will display any Strata Bond cases that are currently assigned to you, in the ‘My Work’ section.
  4. Select on 'Developer Work Queue' under Unassigned Work in the Work Overview area of the Home Page to view strata bond cases for your organisation.
    If there are several bonds in your work list, you can enter the relevant Strata Bond Number in the ‘Search’ field under ‘Developer Work Queue’ to retrieve the relevant strata bond case.

1. Apply for a variation of time

  1. Select the strata bond case hyperlink for which you need to apply for a variation of time.
  2. Select on the ‘Actions’ tab on the left menu and select ‘Variation of time’ from the drop-down list.
    You will then view the ‘Variation of time’ screen displaying the Current milestones for the case.
  3. Select the milestone from the menu that relates to your variation of time request. In this case, Building inspector appointment due date.
  4. Enter the ‘New requested date’ for the milestone.
    Enter the reason for your request into the free text box.
    You can also attach any supporting documents.
    Select ‘Submit’
  5. The task will then move to the Secretary’s work queue for consideration.
    You will receive a notification of the outcome of your request.
    If your request is approved, the new date will appear in the Modified column.

2. Confirm the developer’s email address for service of notices and the owners corporation details

  1. For the strata bond case you need to progress, select 'Go' in the Action column.
  2. Check the details of your ‘Inspector appointment’. You can select and view from the left menu:
    • Strata bond number
    • Developer
    • Building
    • Owners corporation
    • Principal certifier

    After reviewing the information, select ‘Assign’ to assign the building bond to yourself. The case will then be assigned to you and it will be listed in your ‘My Work’ list under ‘Assigned Work’ in the ‘Work Overview’ area of the home page.

  3. You then confirm the developer’s email address for the service of notices.
    Select ‘Continue’.
  4. You will view the ‘Update Owners Corporation’ screen that is pre-populated with data from ePlanning. You can correct the information if needed.
    If the owners corporation information is correct, go to the next step.
    If the owners corporation information is incorrect, go to step 9.
    Note: If the developer’s or Strata Managing Agent’s details are shown for the owners corporation it is incorrect and needs to be updated to the owners corporation. Go to step 9.
  5. Select Yes to ‘Are the owners corporation details correct?’
    If the contact details are correct, select Yes for ‘Are the details of the contact person correct’ and select 'Continue'.
    If the contact person details are incorrect, go to next step.
  6. Select No for ‘Are the details of the contact person correct?’
    If you want to edit the existing contact details, select ‘Edit existing’. You can then update the details.
    Select Continue.
    Note: If you need to update the email address of the existing contact person, you need to choose ‘Select another’ and enter the details.
    If you need to add a new contact person, go to the next step.
  7. To add a new contact person, select ‘Select another’. You can select an existing contact person for the case if needed or select the ‘I can’t find the contact person’ hyperlink.
  8. Enter the details for the new contact person and select ‘Continue’.
  9. If the owners corporation details are incorrect, select ‘No’.
    If you can edit the existing details, select ‘Edit existing’ and update the relevant details and then select ‘Continue’.
    If you need to add new owners corporation details (such as the correct ABN), go to next step.
  10. ‘Select another’. Ensure Company has been selected as the Entity Type.
    As the new owners corporation will not be in the system, select the ‘I can’t find my owners corporation’ hyperlink.
  11. Enter the owners corporation details.
    Note: The ABN must be the ABN for the owners corporation’s registered entity.
    Enter the owners corporation contact details.
    Select ‘Continue’.

3. Propose a building inspector

  1. You will view the 'Select Building Inspector’ screen. Select ‘I will select the building inspector’.
  2. You will view a screen with a ‘Building Inspector’ field.
    Start typing in the Building Inspector’s name in the ‘Building Inspector’ field.
    You can also start typing the Strata Inspector Panel name to view all members of that panel.
    Or place your cursor in the ‘Building Inspector’ field and press the down arrow to view the full list of authorised SBBIS Building Inspectors. Select one from the list.
    Note: The list will show the individual’s name, then the business name and their associated strata inspector panel.
  3. View the pre-populated building inspector details.
  4. You must answer the three disclosures.
    If you answer ‘Yes’ to the first two disclosures you will need to select a different building inspector as you will not comply with the Strata Schemes Management Act 2015.
    If you answer ‘Yes’ to the final disclosure, a warning message will appear. This applies if the Building Inspector has been employed by the Developer or their contractors within the last 2 years. If so, the Developer must provide the details of the disclosure.
    If more than 1500 characters are needed for the disclosure details, you can upload a supporting document using the Attach file functionality.
  5. After completing the disclosures, attach the maintenance schedule if it’s available, using the ‘+Attach’ functionality.
    ‘Select file’ to upload the document.
    Please upload the file using the following preferred file formats PDF, Word, JPEG, PNG or MSG. The maximum file size is 300 MB.
    Select ‘Submit’.
  6. You will be able to see the file listed on screen.
    Select ‘Finish’.
    The building inspector will be notified of their proposal and will need to log onto the Strata Hub to accept or refuse the proposal.
    Note: To view any attachments you must have your pop-up blocker turned off or ensure you allow pop-ups in your internet settings.

4. Request the Secretary to arrange a building inspector

  1. You can request the Secretary to arrange a building inspector on your behalf by selecting ‘I would like the Secretary to arrange a building inspector’. You will need to give a reason why a building inspector has not been appointed and you are requesting for this to be done on your behalf.
    Note: A service fee is payable when the Secretary arranges a building inspector on behalf of the Developer ($1,500 + GST).
    Select the reason from the list and select on ‘Finish’.
    If you choose ‘Other’ you will need to enter a reason in the free text field that’s displayed.
  2. Select ‘Go’ to proceed with ‘Pay Service Fee’.
    ‘Assign’ the task to yourself.
  3. You will move to the ‘Pay Service Fee for Arranging Building Inspector’ screen. Select ‘Pay Now’.
  4. You will move to the Service NSW payment gateway. It will contain the payment reference.
    Enter the payment details for your payment method.
    A merchant fee may apply.
    Select ‘Validate card’, then ‘Pay now’ to make the payment.
  5. There will be an interim ‘Processing payment’ screen (do not close your browser).
  6. You will then be taken to a ‘Payment successful’ confirmation screen.
    To access your receipt, select ‘Download payment receipt’.
    You will also receive an email notification.
    To finalise, select ‘Submit’.
  7. You will progress to the final ‘Arrange Building Inspector’ screen. The case is now with the Secretary to arrange the building inspector.
    Note: once the Secretary has arranged a building inspector the case will be routed to the developer to appoint them. Go to the next step.

5. Appoint a building inspector

  1. From the Strata Hub homepage, select 'Developer Work Queue' under Unassigned Work in the Work Overview area of the Home Page to view strata bond cases for your organisation.
    If there are several bonds in your work list, you can enter the relevant Strata Bond Number in the ‘Search’ field under ‘Developer Work Queue’ to retrieve the relevant strata bond case.
  2. Select 'Go' in the Action column for the Strata Bond you need to appoint a building inspector.
  3. Select ‘Assign’ to assign the building bond to yourself.
  4. Review the details provided by the other parties.
    Note: You can upload the maintenance schedule on this screen, if needed. Use the ‘Attach’ link to upload it.
    Select ‘Appoint Building Inspector’.
    The building inspector has now been appointed. All parties will be notified of the appointment and the building inspector will be able to access the Stage 1 documents to complete the inspection.

6. Upload maintenance schedule

  1. Open the case from the ‘My Work’ space by selecting the hyperlink for the case.
    Note: The maintenance schedule document can only be uploaded after the building inspector has been appointed. Ie: the previous step has been completed.
    Or open the case from the ‘Developer Work Queue’ by selecting the hyperlink for the case.
    Or open the case from the ‘Active Bonds’ space by selecting the hyperlink for the case.
  2. Select ‘Building Inspector’ hyperlink under ‘Inspections’ on the information panel.
  3. Select ‘Appointment details’ hyperlink to open the Inspector Appointment case.
  4. Select ‘Actions’ drop-down list and select ‘Upload documents’.
  5. Select ‘+ Attach’.
    Either drag and drop the maintenance schedule file into the ‘Drag and drop files here’ space or select ‘Select file’ to choose the document to be uploaded.
    Select ‘Submit’.
    A notification will be sent to the building inspector informing them the maintenance schedule is available on the Strata Hub.
    Select ‘Submit’.

7. View documents

  1. Documents are viewed from the information panel under the ‘Documents & Notifications’ heading.
    Select ‘Documents’ to open the documents modal.
  2. Documents are grouped into the SBBIS stages.
    Expand the stage accordion to view a list of the documents for the stage.
    Note: Documents uploaded into the NSW Planning Portal when the bond was lodged are displayed under the Stage 1 accordion.
  3. Select the hyperlink for the document you want to view.
  4. The document will be downloaded to your computer.
    You can now open the document.
    Note: Browsers open downloads differently.
    Select ‘Done’ or ‘Cancel’ to close the documents modal.

8. View notifications

  1. Notifications are viewed from the information panel under the ‘Documents & Notifications’ heading.
    Select ‘Notifications’ to open the notifications window.
  2. Notifications are grouped into the SBBIS stages.
    Expand the stage accordion to view a list of the notifications for the stage.
  3. Select the hyperlink for the notification you want to view.
  4. The notification will open in a pop-up window.
    Close the pop-up window.
    Select ‘Done’ or ‘Cancel’ to close the notifications window.

9. View building inspector list

  1. The list of authorised building inspectors can be viewed at any time in the Strata Hub.
    Select the ‘Available building inspectors’ icon on the far-left menu.
  2. The list of building inspectors is displayed.
    You can re-order and re-size the columns as needed.

Stage 4 rectify defective building work

To change the builder details, the developer needs to:

  • email [email protected] or
  • log into the Strata Hub and complete the online form in the 'Help' section at the bottom of the left side panel.

These instructions cover the following tasks:

1. Application for release of the bond

  1. Log in with your username and password to the Strata Hub.
  2. Either
    1. Navigate to the My Work queue to locate the Bond case.
    2. Confirm the assignment step is application for the release of the building bond (by developer).
    3. Select Go in the action column.
      Or
    4. Navigate to the search field.
    5. Input the bond case number.
    6. Select enter.
    7. Confirm the assignment step is application for the release of the building bond (by developer).
    8. Select Go to action the case.
  3. Assign the case to yourself to commence working on the application.
  4. Select either Yes or No for the question Has agreement been reached with the owners corporation for costs to rectify defective building work?

2. When an agreement has been reached with the owners corporation

  1. Select the calendar icon in the date field. Navigate to the date when the agreement was reached.
    When the day has been selected, the calendar will close, however this can be edited by selecting the calendar icon and repeating the process.
  2. Select yes or no for Are you applying for the Secretary to provide a release to enable the remainder of the building bond to be cancelled?
    1. If yes is selected,
      1. Input the dollar ($) amount that is to be released to the owners corporation. The balance of the building bond to be cancelled will be displayed.
      2. Select the calendar icon in the date field.
      3. navigate to the date when the owners corporation agreed to for remainder of the building to be cancelled.
      4. Upload the evidence of agreement, which is the deed of agreement.
    2. If no is selected, you will see the total amounts of the current balance of the building bond and the amount of the building bond to be released to the owners corporation.
  3. Input the Bond issuer details as they appear in the issued bond certificate. All fields are mandatory.
  4. Select submit.

3. When an agreement has not been reached with the owners corporation

  1. Select yes or no to the five (5) acknowledgement questions.
  2. Input the Bond issuer details as they appear in the issued bond certificate. All fields are mandatory.
  3. Select submit.
    Once the application has been submitted, the building bond case will now be actioned by:
    • the owners corporation
    • the Strata Building Bonds and Inspection Scheme Secretary
    • if required, an Appropriately Qualified Person.

4. The owners corporation does not agree with the details provided by the developer.

Once the owners corporation has received the application for the release of the building bond that was submitted by the developer and they do not agree with the details provided by the developer, the case will come back into the developer work queue for action.

  1. Log in with your username and password to the Strata Hub.
  2. Navigate to the developer work queue on the right side panel of the screen.
  3. Select the Developer Work Queue:
    1. In the Developer Work Queue’s list of strata bonds, locate the strata bond in the list, confirm the assignment step is application for the release of the building bond, and then select go in the action column.
    2. Input the strata bond case number into the search field and select go. Locate the strata bond in the list for the assignment step application for the release of the building bond.
  4. Assign the case to yourself to commence working on the application.
  5. Select either yes or no to the five (5) acknowledgement statements.
  6. Select submit.

The developer online tasks are now complete.
